- Solicitation No.: 583-05-05, Home Medical Equipment (HME) Services, will be posted to the VA BOS website for downloading on or about December 13, 2004. Solicitation is not available yet. Amendment 001 does not exist. Proposals will be due on or about January 10, 2005. HME services cover the delivery of government-owned HME to patient?s place of residence. The contractor and each contractor/subcontractor facility must meet or exceed all JCAHO standards for all services provided. Contractor does not have to be JCAHO accredited. NAICS code 621610 and a small business size standard of $11.5 million applies. The solicitation will be issued as a 100% small business set-aside CASCADE process strategy. ALL responsible business concerns (both small and large business concerns) are encouraged to submit proposals, because award will be made on the basis of full and open competition, if the Contracting Officer withdraws the small business set-aside because condition(s) identified within the solicitation occur (i.e., acceptable offers are not received from two or more responsible small business concerns, award will not be made at fair market price, etc.). In accordance with 13 CFR 125.6, Prime Contractor Performance Requirements (Limitations on Subcontracting), in order to be awarded a small business set-aside contract, a small business concern must agree that the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. This cost is direct labor costs and any overhead which has only direct labor as its base, plus the concern?s general and administrative rate multiplied by the labor rate.
