Description

The contractor shall provide Technical Surveillance Countermeasures (TSCM) subject matter experts that are Agilent Certified to perform duties of management, coordination and operation of the Agilent Technologies, Inc., Blackbird In-place Monitoring System at the Pentagon. The contractor will be responsible for the analysis of raw data to determine which signals are unauthorized and if those signals pose any threat to the Pentagon or any of its tenants. The contractor will be responsible for locating the origins of the signal and provide advice on how best to neutralize the threat signal. Management duties include the configuration of equipment to optimize performance, to include the integration of the Blackbird System controllers and associated Windows 2000 network server, investigative data analysis, and database management. The contractor shall resolve any anomalies the system may detect and provide monthly progress/status reports of the systems development to the Pentagon Force Protection Agency, TSCM Program Manager. This requirement will be solicited for full and open competition. The NAICS code associated with this requirement is 561611.
