Description
General Statistical Support (PR-CI-04-10848) The U.S. EPA Office of Water is actively seeking a contractor to provide General Statistical Support Services. This requirement was originally synopsized on FedBizOps as RFP PR-CI-03-10770, which was cancelled on June 16, 2004, due to a change in the Agency?s requirements. A new solicitation, reflecting these changes, was issued as RFP PR-CI-04-10848, and during the review process for this procurement an administrative oversight was discovered. The cancellation notice for PR-CI-03-10770, and the synopsis for RFP PR-CI-04-10848 were both posted to the U.S. EPA OAM Cincinnati website, but not through the Government Point of Entry (GPE) FedBizOps, as required by FAR 5.204. The RFP for this requirement is currently posted on the U.S. EPA OAM Cincinnati website, and prospective offerors will have a total of 45 days to submit their proposals (includes a 15 day Synopsis Period, and a 30 day period to submit proposals). RFP PR-CI-04-10848 has been updated to reflect a new required date for submissions of proposals, and new anticipated period of performance dates. No other changes have been made to PR-CI-04-10848. Proposals are due January 14, 2005. This requirement replaces solicitation number PR-CI-03-10770, which was cancelled on June 16, 2004. The cancellation was posted to the U.S. EPA OAM Cincinnati website. The United States Environmental Protection Agency (U.S. EPA), Office of Water (OW), Office of Science and Technology (OST), Engineering and Analysis Division (EAD), seeks a contractor to provide general statistical support services for the Statistical Analysis team. The successful contractor will provide statistical analysis support to OW in its development, review, implementation and defense of water-related initiatives within the scope of the contract. The successful contractor will supply all necessary labor, material, services, equipment, and facilities in support of the effort delineated by the statement of work. The contractor shall determine and apply appropriate statistical procedures and methodologies in analyzing and interpreting data (including censored/truncated data) from chemical analyses of environmental samples, wastewater treatment system performance data, process and production evaluations, chemical analytical methods evaluations, surveys, and other sources. The contractor shall also provide statistical support in statistically designing and evaluating data collection activities and surveys; in statistically reviewing and evaluating studies to determine if the EPA?s objectives have been met; and in determining what statistical inferences the results support. In addition, the contractor shall provide for a variety of documents originating from EPA or public and private sources, statistical review and comment on the methods, procedures, considerations, assumptions, relevant citations, data sources, and data that support the conclusions and any recommendations relative to the scope of the contract. The contractor shall develop and maintain databases to technically support the statistical analysis specified in the SOW. Finally, the contractor shall prepare documentation which includes reports, briefings, rule making records, draft guidance, and internal document work related to this statement of work. For many cases, contractor results and work products will be subject to public review and comment, and will become part of Court Records, which support EPA rule making. This contract will require expertise in theory and application of statistical methods including, but not limited to: non-parametric statistics, multi-variate analysis, regression, maximum likelihood estimation, analysis of variance, time series, categorical data analysis, survey statistics, inferential statistics, spatial analysis, survival analysis, and graphical analysis. The contract will require management of multiple, concurrent work assignments which will require long term as well as quick turn around responses. The proposed contract will be a cost-plus-fixed-fee, level-of-effort, term type contract, with a base period of one year and four one-year option periods, totaling 60 months. The base-level-of-effort (LOE) for each of the five periods will be approximately 1,500 direct labor hours, with options for additional LOE of up to 18,500 direct labor hours in each period, for a total potential 100,000 direct productive labor hours over the five years, if all options are exercised. ALL RESPONSIBLE SOURCES MAY SUBMIT AN OFFER, WHICH WILL BE CONSIDERED BY THE AGENCY. The incumbent on the contract currently fulfilling this requirement is Science Applications International Corporation (SAIC), of Reston, VA. Award is intended to be made by April 1, 2005. Because of the aggressive acquisition timeline, offerors are strongly advised to propose using fully detailed and documented technical and cost packages in their original submission.
