Description
PROJECT SUMMARY: Prepare an environmental assessment (EA) and biological assessment (BA) to consider alternatives for the flood-damaged Stehekin Valley Road. Both documents shall conform to applicable National Park Service (NPS) requirements, including, but not limited to, those specified in Director's Order #12 and Handbook: Conservation Planning, Environmental Impact Analysis, and Decision Making; the 2001 National Park Service (NPS) Management Policies, the 1973 Endangered Species Act (19 USC 1536.6), as amended, and the USFWS Endangered Species Consultation Handbook: Procedures for Conducting Consultation and Conference Activities Under Section 7 of the Endangered Species Act [US Fish and Wildlife Service and National Marine Fisheries Service, March 1998 (FINAL)]. The work generally consists of preparing a draft EA and BA for internal NPS review, making appropriate revisions in response to NPS review comments, preparing and submitting the final EA and BA documents, printing and distributing the final documents for public review, and preparing the appropriate decision document (Finding of No Significant Impact [FONSI] or Notice of Intent [NOI]). If an NOI is needed, a sample will be provided. The Park Superintendent will conduct formal Section 7 consultation with the U.S. Fish and Wildlife Service (USFWS) using the BA. Portions of the work to develop the BA are integral to the preparation of the EA. NPS policy documents are available at http://data2.itc.nps.gov/npspolicy/DOrders.cfm The Contractor shall provide all materials, supplies, supervision, coordination, and management necessary to complete the work as and when required. The contractor shall perform all necessary technical analyses, edit the documents, prepare graphics, and perform other work as required to produce the products as specified in this scope of services. The work shall begin following the issuance of the order, proceed in accordance with the schedule for submittals, and be completed no later than July 15, 2005 SOLICITATION DETAILS: This is a best value procurement open to certified HUBZone business concerns. The NAICS codes for this project are 541620 and 541690 and the small business size standard is $6 million. The electronic Request for Quotations will be available on approximately December 10, 2004, at www.fedbizopps.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov and maintain an active registration at http://www.ccr.gov. The Government reserves the right to cancel this solicitation. PROJECT LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan in central Washington. The Stehekin valley road runs north from the town of Stehekin; affected areas are approximately 10-15 miles from Stehekin. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge; all materials and equipment will need to be barged. Within the Stehekin valley, the project area can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis.
