Description
The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Pacific Advanced Technology, Buelton, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center has a requirement to obtain one Mid Wave IMSS Lens System and one Long Wave IMSS Lens System. The Field Signature Group (FSG) currently has a Raytheon HS Midwave Infrared (MWIR) radiometric camera and a Raytheon Radiance 1 (LWIR) QWIP radiometric camera. The Image Multi-spectral Sensing (IMSS) systems from Pacific Advance Technology (PAT) are COTS systems that can be integrated directly with the cameras depending on the wavelength. Both systems integrate a controller, frame grabber, software and all cables for a turn key solution. The FSG of RTTC utilizes radiometric cameras in support of missile systems for building 3D models, Delta-T measurements and airborne data collections. To increase the Raytheon HS MWIR and Raytheon Radiance 1 LWIR capability and extend their useful life, a multi-spectral acquisition system is to be added to each camera. This will enhance its current usefulness to include spectral characterization of smoke, missile fumes, gas clouds, target exhaust, etc. The MWIR IMSS system has a nominal spectral resolution of 0.01?m (at 4.0?m) with over 200 spectral bins between 3-5?m. The LWIR IMSS system also has a nominal spectral resolution of 0.01?m (at 9.0?m) between 8-11?m. It utilizes a single optical element to handle both dispersion and diffraction. This simplifies the system design allowing it to be compact and portable. This aspect is imperative for field testing. It can also dwell on a single wavelength bin to collect specific wavelengths of interest. The required lens system must be 100 percent compatible with existing laboratory equipment. To compete this action and award to another vendor would result in loss of compatibility. It would also represent the loss of existing detailed measuring machine knowledge translating into a decrease in efficiency. Award to a vendor other than Pacific Advanced Technology would result in substantial duplication of cost that the Government is not expected to recover through open competition. Therefore, due to time, compatibility, and related cost issues, no other vendor other than Pacific Advanced Technology meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only.
