Description: The Air Force intends to award a sole source contract to Elsevier for Air Force Research Labs (AFRL) wide electronic assess to Elsevier journals subscribed to by all AFRL sites. This includes the Freedom Plan with unlimited access to all Elsevier journals, the Compendex Database via the Engineering Village2 Platform, and the INSPEC Database via the Engineering Village2 Platform. The period of performance is 01 January 2005 through 31 December 2005.
