Description
The Consolidated Acquisition Service, VISN 6, Department of Veterans Affairs has a requirement for dietetic management software that can manage the diet office and administrative nutrition functions for a fully integrated healthcare system of eight medical centers. This requirement is for the purchase, installation, training and maintenance support of dietetic management software. The system will be a Windows based environment and have a relational database. A Windows face on a text-based system is not acceptable. Software must integrate with US Department of Veterans Affairs VISTA system through HL7 interface to obtain patient information. One database server will accommodate multiple sites with full autonomy or standardized data among several sites. The product should have a full drag and drop/point and click functionality and the ability to open multiple screens simultaneously. The administrative software component must be able to produce recipes for the Central Production Unit at each site. It must have the ability to calculate quantities for food orders from the Subsistence Prime Vendor and link them to Prime Vendor stock number. Nutritional and cost information must integrate automatically into the recipes and menus. Hazard Analysis of Critical Points (HACCP) guidelines must be integrated into the recipes. The diet office software should include up to 12 diet restrictions. Software must enable admission, discharge, transfer and diet order interface transmissions that can be monitored in "real time." The system should have standardized patterns but allow each facility the ability to enter customized meal patterns. Menu conflicts for diet restrictions; food preferences and allergies should be flagged on screen with automatic corrections. Software must have the ability to allow tray tickets can be printed for each patient, by the ward or for the entire delivery point. Software must be compatible with hand-held devices for remote menu selections. This solicitation is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES. A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS means not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. A Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). NAICS Code 511210 applies with a small business size standard of $21 million. The award of this contract is subject to the availability of funds.
