- The FAA intends to issue a contract for subject matter experts/instructors to teach the Air Carrier Continuing Analysis and Surveillance System (CASS) Course. This announcement is a Market Survey/Request for Information. The purpose of this announcement is to solicit comments from potential offerors. The FAA is seeking interested sources that are subject matter experts in Maintenance Steering Group - 3 (MSG-3), all types of Air Carrier Reliability Programs, and CASS. In addition, the offerors must have direct involvement in developing and implementing reliability programs, and/or CASS to private industry and the Government. The offeror must also have teaching experience in CASS/Reliability to the Government. This announcement will be followed by the issuance of a formal request for offer, with a full statement of work, location of training location, length of class and number of classes to be conducted per fiscal year. This requirement is expected to be open to large and small business, and is not expected to be set-aside for Small, or Small and Economically Disadvantages Business (SEDB). All responses (one response per company) are to be provided on company letterhead and limited to 5 pages. Offeror must demonstrate proficiency in teaching CASS/Reliability. Offeror must be an industry recognized expert in CASS/Reliability. Offeror must demonstrate technical and operational experience related to aviation safety. Offeror must provide resumes of potential instructors that reflect their related CASS background and experience. Offeror must have demonstrated knowledge in CFR Sections 121.373 and 135.431. The FAA intends to have any resultant contract(s) in place by 1 February 2005. The anticipated period of performance is one (1) base year and four (4) option years. The Contracting Office may be contacted by phone at (202) 493-4282. Statement of Work Consultants/Instructors 1. Background The Flights Standards Training Division, AFS-500, is responsible for training requirements for Flight Standards Service personnel throughout the Federal Aviation Administration. The majority of the workforce in Flight Standards Service are aviation safety inspectors. Current course requirements for these personnel constantly change and evolve as technology improves. The current level of staffing does not match the high volume or requests for development and revision of mandatory performance training for Aviation Safety Inspectors (ASIs). In order that the FAA maintains current level of responsiveness to internal and external clients and stakeholders, the Flights Standards Training Division requires the services of a contractor who can provide consultants/instructors to assist and deliver training in various subject areas. The consultants/instructors shall assist in projects of the Flight Standards Training Division's Curriculum Development Branch, AFS-540. The tasks include but are not limited to: serving as subject matter experts (SMEs) on development and revision work groups, and teaching courses that are within their area of expertise. AFS-500 estimates it will require consultant/instructor services for three major projects per year. The consultant will be required to attend development meetings, perform walk-thru, establish prototypes, and review lesson plans as they are developed. There are approximately five meetings per project. The number of classes to be taught will be determined on a project-by-project basis, depending on the needs of the Flight Standards Service. 1. References Flight Standards Training Order 3140.1 and its references define basic policy governing the Flight Standards Training Program. 2. Requirements This section defines the requirements in terms of tasks to be performed, the end results/deliverables to be achieved, and the schedule of key dates. Important compliance requirements should be included with the task descriptions and deliverables. 2.1 Tasks The Contractor shall provide the services of Consultants/Instructors who are SMEs to conduct the following task: Task 1. Consult on various training development projects that are within their area of expertise. Task 2. Teach Flight Standards developed courses that are within their area of expertise. End Results/Deliverables This section describes the deliverables expected from each task described in the previous section: Task Deliverable 1. Consult on various training development projects that are within their area of expertise.2. Instruct Flight Standards developed courses that are within the area of expertise. 1.1 Subject Matter Experts attend training development meetings; review lesson plans on a project-by-project need.1.2 Subject Matter Experts deliver prepared course material as designed and on an agency need basis. 3. Progress/Compliance The Government requires a monthly project management status report from the Contractor in order to monitor progress and ensure compliance. This written report will detail the technical and cost status of task activities that were completed and scheduled for the next reporting period. 4. Period of Performance The period of performance shall be from date of award through twelve (12) months thereafter. 5. Government Responsibilities All Contractor work will be performed at FAA-provided training facilities throughout the nine FAA Regions, the Aeronautical Center in Oklahoma City, Oklahoma, the Technical Center in Atlantic City, New Jersey, and the FAA Headquarters in Washington, DC/Herndon, VA, and the Center for Management Development, Palm Coast, Florida. The Government will be responsible for providing all the necessary office space, equipment and supplies. Consultants/Instructors will be paid for eight (8) hours (negotiated hourly rate) on the day he/she consults or teaches. Consultants/Instructors will be reimbursed for all travel costs and per diem during days of travel. Note: The Consultant/Instructor shall travel the day before they consult or teach and the day after they consult or teach. However, the consultant/instructor will not be paid their hourly rate during travel.
