Description
The National Institutes of Standards and Technology (NIST) intends to negotiate on a sole source basis with Virginia Commonwealth University under the authority of FAR 13.106-1(b) Soliciting from a Single Source, to provide the development of a system for Thermal Dissociation Studies of Gas Phase Ions. A system shall be designed, tested and documented for performing kinetic measurements and detection of products of ion dissociation by thermal dissociation. This will be done in an ion mobility flow tube over a range of pressures and temperatures with ion product monitoring by quadrupole mass spectrometry. The development of the ion mobility flow tube to work at room temperature has been carried out by the research group at Virginia Commonwealth University under Dr. M. Samy El-Shall. The ion mobility flow tube is the unique intellectual property of Dr. El-Shall and Virginia Commonwealth University. Therefore, Virginia Commonwealth University is the only responsible source to fulfill the Government?s requirement. Interested parties may identify their interest and capability to respond to this requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation nor is it a request for competition. See Numbered Note 26.
