Description
The Defense Information Systems Agency (DISA) requests your technical and cost proposal for this competitive requirement to specify technical performance and document production and delivery for Defense Information Systems Agency (DISA) Strategic Communications Branch (SCB). This competitive requirement is for small business only. The work to be performed will consist of the following tasks areas: 1- Nuclear Battlestaff and Operations Team assessment and performance certification conducted by the Joint Staff J-39 Strategic Operations Division (STOD) - using criteria derived from the Emergency Action Procedures (EAP) of the Chairman, Joint Chiefs of Staff (CJCS) and NMCS staff nuclear operations minimum core competencies as listed in CJCSI 3520.01 series. 2-. Command Assistance Visit (CAV) training, and operations and procedural problem solving, conducted by the Joint Staff J-39 Strategic Operations Division - using criteria from CJCS-EAPs and NMCS staff nuclear operations minimum core competencies as listed in CJCSI 3520.01 series. This requirement effort is divided into three separate tasks. Task 1, Combatant Command and NAOC Staff Assessment Visit (SAV) Support is currently defined and funded. Tasks 2 and 3, NMCC Operations Team SAV Support, and Command Assistance Visit (CAV) Support respectively, are currently defined, but are unfunded. The contract effort described within the SOW for the base year shall begin 09 May 2005 and continue through 08 May 2006. Task order effort may begin at any time during the period of performance of the contract. Each task order will specify a period of performance. Offerors will be evaluated in accordance with evaluation criteria in the SOW. With regard to relationships between contractors, the same subcontractors shall not be proposed by multiple prime contractors, nor be a prime contractor and subcontractor on different teams. Contractor personnel shall be U.S. citizens and as a minimum must possess a TOP SECRET security clearance. The lead technical professionals shall be eligible for SIOP access at the start of the contract and be eligible for immediate indoctrination to Special Intelligence (SI/TK/G). The contractor must have the capability to word-process, PC-PC transfer, facsimile, store and transport classified material and reports up to the TOP SECRET level. Due to the complexity of the tasks and the inordinate amount of coordination at the classified level required between the Contractor, the Joint Staff and DISA, the Contractor must maintain the ability for their key personnel on this contract to be available to meet with the Joint Staff in the Pentagon and DISA in Falls Church, VA on a short notice basis ? no greater than one-hour response time to arrive at the Pentagon or DISA facility in Falls Church, VA. Potential offerors should indicate status as a Service Disabled Veteran Owned Small Business (SDVOSB), HUB Zone, Small Disadvantage Business (SDB), 8(a), or Women-Owned Small Business (WOSB) and need to supply their Dun?s number, Cage Code, Tax Identification number, business size, and CCR status. Offerors must submit their cost proposal based on the information presented Award is anticipated o/a 18 March 2005. Oral communications are not acceptable. See attached SOW.
