- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quotations (RFQ), and the reference number is F73CES43030100. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-25. This is a 100% Service Disabled Veteran set-aside. The NAICS code is 238210 and the size standard is $12,000,000.00. Contractor is required to provide: Replace broken insulator (Govt supplied) on High Voltage Regulator (1ea.)Type: McGraw Edison, Catalog # WA341A200RAA, KVA 416.3, Load Amps 548. Dispose of broken insulator. Provide oil and testing. Inspect nitrogen levels of step down transformer (2ea.) Type: Westinghouse, 68800/7560-1309Y, 10,000 KVA, Serial #PGP-11442. Add as required. Inspect, test and calibrate (9ea.) ABB, Type R, 15KV, 600 Amp vacuum breakers plus relays. Test includes megger, hipot and ductor. Provide test result documentation. This work is time sensitive and is to be accomplished during low usage season on or after 1 Dec 04. A site visit will be conducted on 6 December 2004 at 9:00 am/Eastern Standard Time at Dover Air Force Base, DE, Building 614. Offerors who plan to attend should contact Glenn Lambert, Contract Specialist, at 302-677-5270 no later than 3 December 2004 at 4:00 pm/ Eastern Standard Time. Offerors do not have to be present at the site visit in order to provide a quote. The provision in FAR 52.212-1, Instructions to Offerors-Commercial items, is applicable to this solicitation. No written request for quote is available. Award will be made based on price. Any award resulting from the solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for fiscal year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement.
