Description
Propulsion Subsystem Pyrovalves in support of SDO and LRO NASA?s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for space flight-qualified Pyrovalves in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, fabrication, assembly, development, testing, evaluation and delivery of twenty-six (26) pyrovalves: 18 FLIGHT Pyrovalves verified as required in Section 4.5 of 464-PROP-SPEC-0090 and 8 lot acceptance test (LAT) pyrovalves. The flight pyrovalves are broken into eight ?? NC (normally closed) pyrovalves, three 3-way ?? NO (normally open) pyrovalves, four 3/8? NO pyrovalves, and three 3-way ?? NC pyrovalves. There are two LAT pyrovalves for each of the 4 pyrovalve types; these LAT units shall be test fired at the vendor?s facility. Each pyrovalve must survive handling, transportation, and launch environments, and must operate in orbit for at least sixty-three (63) months. In addition to the SDO requirement, the RFP will include one priced option for (2) FLIGHT Pyrovalves in support of the Lunar Reconnaissance Orbiter (LRO) mission. These two (2) pyrovalves would be ?? NC pyrovalves. The tentatively scheduled delivery date of all space flight-qualified pyrovalves is November 2, 2005. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0090, entitled ?Performance Specification Propulsion Subsystem Pyrovalves? and Statement of Work (SOW) 464-PROP-LEGL-0051 entitled ?Statement of Work for SDO Propulsion Subsystem Pyrovalves.? The Performance Specification and SOW will be provided with issuance of the RFP. This procurement will be a full and open competition under FAR Subpart 15.3, ?Source Selection?, and NASA FAR Supplement Subpart 1815.3, ?Source Selection?. NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Pyrovalves with an anticipated award date on or about February 25, 2005. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFP is on or about December 13, 2004, with an anticipated offer closing date on or about January 10, 2004. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
