- NASA?s Goddard Space Flight Center intends to issue a Request for Proposals (RFP) for thirteen (13) spaceflight-qualified Propulsion Subsystem Pressure Transducers, in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, fabrication, assembly, development, testing and evaluation, and delivery of thirteen (13) pressure transducers. Two (2) pressure transducers will operate in high-pressure Helium gas and shall have a full scale range from 0 ? 4,200 psia, and eleven (11) pressure transducers will operate in low-pressure Helium gas, Monomethylhydrazine fuel, and Nitrogen Tetroxide (MON-3) oxidizer and shall have a full scale range from 0 ? 300 psia. Each pressure transducer must survive handling, transportation, and launch environments, and must operate in orbit for at least sixty-three (63) months. In addition to this SDO requirement, the RFP will include one priced option for thirteen (13) additional spaceflight- qualified Pressure Transducers, in support of the Lunar Reconnaissance Orbiter (LRO) mission. The delivery schedule for the SDO space flight-qualified Pressure Transducers will be on or around October 31, 2005. All work shall be accomplished in accordance with the Statement of Work (SOW) 464-PROP-LEGL-0056, entitled ?Solar Dynamics Observatory (SDO) Project Propulsion Subsystem Pressure Transducers? and Performance Specification 464-PROP-SPEC-0093, entitled ?Propulsion Subsystems Pressure Transducers. The SOW and Specification will be provided with issuance of the RFP. This procurement will be a competitive Small Business Set-Aside (only for competition among small business) under FAR Subparts 19.5 ?Set-Asides for Small Business?, and 15.3 ?Source Selection?, and NASA FAR Supplement Subpart 1815.3, ?Source Selection?. NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Propulsion Subsystem Pressure Transducers, with an anticipated award date on or about February 28, 2005. The Government does not intend to acquire commercial items using FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 336415, with a corresponding size standard in number of employees of 1,000. The anticipated release date of the RFP is on or about December 10, 2004, with an anticipated proposal closing date on or about January 12, 2005. The actual due date for receipt of offers will be stated in the prospective RFP. Upon issuance of the RFP, all qualified responsible sources may submit an offer which shall be considered by this agency. An Ombudsman has been appointed -- see NASA Specific Numbered Note ?B?.
