Description
NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-05-00018 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. This acquisition will be processed using full and open competition. The NAICS code is 334516. To meet the needs of our scientific goals we require a complete Mossbauer Spectrometer with an integrated closed cryogenic helium refrigeration system capable of a minimum temperature range of 4.5 K to 325 K with less than 0.01 mm/s vibration line broadening due to the operation of the refrigeration system. In addition, we require and a non-vacuum top-loading sample chamber, the sample must be surrounded by helium gas. The minimization of vibrational line broadening is a requirement for the collection of high quality, scientifically publishable data. A non-vacuum sample chamber, (i.e. a sample chamber that is not under a vacuum) is required to minimize altering the sample due to water loss or dehydration which is critical to our study of natural soils and sediments. The ability to load research samples from the top of a cryostat is requires for rapid exchange and quick cooling of the sample. The minimum components required for a complete Mossbauer system, plus the five minimum specification required for our research as discussed above (a complete and integrated cryogenic Mossbauer system, a system capable of 4.5 K to 325 K, less than 0.01 mm/s vibrational line broadening, and a non-vacuum sample chamber with a top-loading configuration), are listed below. Specifications and Requirements A. Mossbauer Spectrometer System must have the following components 1. Velocity transducer motor 2. Servo Amplifier 3. Waveform generator and multichannel scalar 4. Gamma-ray spectrometer (detector) 5. Data collection software 6. Data analysis software B. Specifications for a Closed Cycle He Refrigerator System 1. Usable temperature range of 4.5 K to 325 K 2. Vibration isolation mounting stand with pneumatic isolators (less than 0.01 mm/s vibrational line broadening due to CCR system operation) 3. Top-loading configuration for sample input 4. Isothermal static helium gas sample chamber (a non-vacuum sample chamber) 5. Optical vacuum jacket and radiation shield not to exceed 2.5 inches in diameter to optimize data collection time 6. Preinstalled heaters and silicon diode temperature sensors at both the cold finger and sample mount 7. High vacuum turbo pump system for thermal isolation of cryostat 8. Rotary vacuum pump system for purging sample chamber C. Temperature controller system must be dual channel controller with two silicon diode sensor inputs for accurate control of sample temperature D. 50 mCi 57Co Mossbauer Gamma source must be delivered and stalled with the system at time of delivery Additional Requirements: On-site installation and training of fully integrated Mossbauer system and Service agreement/warranty for a minimum of two years on all components. All Items shall be delivered to the U.S. EPA, 5995 Center Hill Ave., Cincinnati, OH 45224 no later than 120 days after contract award. F.O.B. point shall be destination. Price quotes shall include any shipping charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
