- NAICS Code: 541511 The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in Cincinnati, Ohio, with North Carolina State University (NCSU) under the authority of FAR Part 6.302-1 to provide a web-accessible version of the municipal solid waste decision support tool (MSW-DST). The MSW-DST was created with EPA funding by Research Triangle Institute (RTI) in 1993, and was designed to evaluate multiple alternatives for MSW management in consideration of user-specific objectives. NCSU is a co-developer of this tool with RTI. The MSW Management system considered by the model includes: 20 alternatives for the collection of residential, multifamily, and commercial waste; 5 alternatives for transfer stations to receive waste based on the manner in which it is collected; material separation in MRFs that receive presorted or commingled recyclables or mixed waste; combustion with energy recovery; yard and mixed waste composting; and disposal of waste in a landfill (traditional, bioreactor or combustion residuals). The current requirement is for a web-accessible version of this tool. Because NCSU and RTI hold the intellectual property rights to the MSW-DST, no one has access to it and therefore cannot perform this work. NCSU has unique expertise in life-cycle modeling of solid waste management and familiarity with the tool and process models because of their role in its development through partnership with RTI. Since NCSU holds joint proprietary rights to this tool, and because of their unique familiarity with this project, they are the only known contractor capable of completing the requirements However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Thursday December 9, 2004 at 10:00 AM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541511.
