Description
Marine Corps Systems Command, on behalf of the Marine Corps Warfighting Laboratory, is soliciting for counter shooter systems. Multiple awards may be made as a result of this acquisition, however no contract will be awarded at an other than fair and reasonable price. The counter shooter systems must at a minimum be acoustic based technology, be high mobility multi purpose wheeled vehicle (HMMWV) mountable and adapt to different HMMWV configurations, detect the azimuth/direction of the shooter, detect the range of the gun fire event, detect the elevation of the gun fire event, have a miss distance of thirty (30) meters, must not interfere with single channel ground-air radio system (i.e. PRC119) with reference to EMI/RF emissions, provide a graphic user interface of either an LED light system or a Rugadized laptop, give an audio signal of shot detected, and be able to be transferred from one HMMWV to another without technical support. One week of training for five (5) Marines at Camp Lejune North Carolina is required. The training shall cover, at a minimum, an overview of the system, a detailed hardware description, set-up and installation of the system, system operation as well as trouble shooting and maintenance. Delivery of the systems to Quantico, VA on an F.O.B. Destination basis is required no later than 15 January 2005. The applicable NAICS code for this acquisition is 33999 and the size standard is 500 employees. This requirement will be procured under FAR Part 15. The request for proposals will be posted on the Federal Business Opportunities website http://fedbizopps.gov. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation (3) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov/) and (4) submit sufficient technical data to allow for a determination as to the technical acceptablitly of the proposed system. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of offers may render your offer nonresponsive and result in rejection of the same.
