- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures in accordance with FAR 13, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Numbered Note 22 applies. The North American Industry Classification System code is 334515, with a size standard of 500 employees. This announcement constitutes the only written notice; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is N00178-05-Q-3009. The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following items on a Sole Source Basis from Micro Lambda Wireless, Inc, 46515 Landing Parkway, Fremont, California, 94538-6421: twenty-five (25) each YIG Band-Reject Filters with Serial Driver Assemblies, Model Number MLFR-1082SD1. The items are being acquired on a sole source basis to ensure compatibility with the custom hardware and software being developed. The band-reject filter provided shall have the following salient characteristics: (1) Frequency Range, 6 to 18 GHz; (2) 40dB Bandwidth, 10MHz max; (3) 3dB Bandwidth, 20MHz typical; (4) Insertion Loss, 1.75dB max; (5) Passband VSWR, 2.0 to 1 max; (6) Passband Range, DC-18 GHz; (7) Spurious, 4dB max; (8) Limiting Level, plus 13dBM min; (9) No Permanent Damage Level, plus 28dBm max; (10) Linearity, plus or minus 5MHz max; (11) Hysteresis, 12MHz typical; (12) Temperature Drift, 20MHz max; (13) Tuning Sensitivity 20MHz mA typical; (14) Coil Resis! tance, 6Ohm typical; (15) Coil Impedance, 60mH typical; (16) Yig Heater Power, plus 28Vdc, plus or minus 4Vdc; (17) Current at Surge, 300mA at plus 25 degrees Celsius max; (18) Current at Steady State, 100mA at plus 25 degrees Celsius max; (19) Extended Operating Temperature, minus 40 degrees Celsius to plus 85 degrees Celsius; (20) Ruggedized unit for military applications; (21) Tuning Resolution, 16 BIT logic. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25, effective 4 November 2004. Offerors shall include a completed copy of the provisions at FAR 52.212-3 and DFAR 252.212-7000, Offeror Representations and Certifications Commercial Items with their quotes. The following FAR and DFAR provisions and clauses apply to this acquisition and are incorporated by reference! : FAR 52.212-1 Instructions to Offerors Commercial Items, FAR 52.212-4, Contract Terms and Conditions Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Deviation). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation), and DFARS 252.204-7004, Alt. A also apply to this acquisition. This procurement is rated DO-A7. The resulting purchase order will be awarded on DD Form 1155. The Government will award the order to the responsible offeror or offerors whose products meet the above specifications and whose offers are determined to be most advantageous to the Government. Offerors must be determined to be responsible in accordance with FAR 9.104-1. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on r! egistration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov/. All items shall be priced FOB Destination Dahlgren, Virginia. Delivery and acceptance will take place at Dahlgren, Virginia. Offerors shall include a legible copy of any applicable terms and conditions with their offer to be considered responsive. Offers shall clearly state expected delivery of all items. The closing date for receipt of quotes is 1200 EST 2 December 2004.
