Description
Purpose. The intent of this sources sought synopsis is to identify potential qualified offerors that are interested in and capable of performing the work described herein. The Naval Facilities Engineering Command, Engineering Field Activity Northeast, will use the responses to this sources sought synopsis to make acquisition decisions for the planned firm fixed price/Indefinite Quantity contract. This is not an announcement of availability of a solicitation, nor is it a means of generating a planholders list. The government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this sources sought. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Navy?s evaluation of the information received. Requirements. The subject project is to manage and perform key logistical aspects of receiving, reconstitution, maintenance, positioning, and shipping to assist with the 421st Combat Training Squadron mission. The work shall support Expeditionary Combat Support training events for the Air Force to be performed at the Naval Air Engineering Station (NAES), Lakehurst, McGuire Air Force Base, and Fort Dix all located in New Jersey. Approximately 400 participants are expected to travel to the Naval Air Engineering Station, Lakehurst New Jersey for each training exercise. These participants utilize the Basic Expeditionary Airfield Resources (BEAR) 550i and Swift BEAR 150-person equipment sets to open and establish an operating location. The proposed contract is to manage key logistical aspects of the training. The contractor will be responsible to receive, deliver and pre-position materials for six exercises per year. Various units participating in each exercise will ship Unit Type Code (UTC) equipment to NAES Lakehurst where the Contractor shall coordinate movement of, off-load, position and secure all equipment. Prior to and during the exercise, the Contractor shall transport and preposition BEAR equipment and exercise support equipment to the exercise (staging area) site. The Contractor shall maintain an effective support equipment and preventive maintenance and repair program for the powered support equipment (such as generators, Environmental Control Units, light towers, etc.) involved with the exercises. The Contractor shall reconstitute all equipment and exercise support items to include cleaning, sanitizing, drying, and repackaging for future use after each exercise. Additionally, the Contractor shall provide transportation for up to 400 participants per exercise between the Ft. Dix and the exercise site at NAES Lakehurst. The contract will contain Service Contract Wages. The Term of the contract will be for a Base Period of 12 months plus four (4) 12 month options. The North American Industry Classification System (NAICS) code for this project is 493110 and the Standard is $21.5 million. Instructions to Interested Parties. Firms interested in this project are required to submit the following documentation electronically to Margaret.Flanagan@navy.mil on or before COB December 7, 2004: (1) a one page corporate summary and expression of interest, (2) a maximum of five reference projects - two current and three completed within the last 5 years, that are similar in size and scope to this project. Include a brief project description, location, date completed, dollar value, points of contact and valid telephone number; and (3) a declaration as to your small business size i.e. Large, Small, 8(a) Small Business, HUB Zone Small Business, or Serviced Disabled Veteran owned Small Business. 8(a), HubZone, SDVOSB and Small Business Concerns are particularly encouraged to provide such expressions of interest since this procurement may be set aside.
