Description
CONTRACT INFORMATION: Architect and Engineering (A-E) services are expected to be required for a variety of military projects, including renovation and new construction. A-E services are expected to include field investigation, topographic surveys, project programming documents, feasibility and life cycle cost studies, concept and final design including preparation of plans, specifications, and costs estimates at various military facilities within the jurisdiction of the Norfolk District, Virginia. More than one Indefinite Delivery Contract (IDC) will be negotiated and awarded with a base period not to exceed one base year and two option periods not to exceed one year each. The option period may be exercised when the contract amount for the base per iod or preceding option period has been exhausted or nearly exhausted. The cumulative value of all task orders, including the base period and the two option periods, will not exceed $3,000,000.00. Work will be issued by negotiated firm-fixed-price Task O rders. The contracts may include Task Orders with options for planning, engineering and design, and construction phase assistance. These services are procured in accordance with PL 92-582 (Brooks A/E Act) and FAR Part 36. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Norfolk District, which will be considered by the contracting officer, are that a minimum of 57.2% of a contractors intended subcontract amount be placed with a small business (SB), including small disadvantaged businesses (SDB), and 10% be placed with SD B. This procurement is classified under SIC Code 8711. The plan is not required with this submission. The wages and benefits of service employees (see FAR 22, 10) performing under these contracts must be at least equal to those determined by the Departm ent of Labor under the Service Contract Act. PROJECT INFORMATION: A-E services for an Indefinite Delivery Contract for preparation of studies and designs at various locations as directed by Norfolk District. A-E services are expected to be required for field investigation, topographic surveys, project programming documents, feasibility and life cycle cost studies, concept and final design including preparation of plans, specifications, cost estimates, analyses for design services. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-e are primary. Criteria f-h are secondary and will only be used as tie-breakers among technically equal firm s. a. Specialized experience and technical competence: (1) Demonstrated experience by the prime firm and its consultants in military facility design in DOD projects. Projects older than five years will not be considered. Similar projects newer than three years will receive higher ratings. (2) Demonstrated experience by the prime firm and its consultants in military facility design in private sector and other government agencies projects. Projects older than five years will not be considered. Simi lar projects newer than three years will receive higher ratings. (3) Demonstrated experience by the prime firm and its consultants in military facility design working with other engineers/architects. Projects older than five years will not be considered . Similar projects newer than three years will receive higher ratings. (4) Computer Resources  firms must indicate in Block H of the SR 330 the following items: (a) CADD capability with capacity to produce output files in .dwg file format, includ ing production of .cal format files for solicitation purposes. CADD drawings will be required on CD-ROM in Auto CADD version 2002 or later. (b) Accessib ility to and/or familiarity with the Construction Criteria Base (CCB) system. This shall include as a minimum, the SPECSINTACT specification system, the MCACES estimating system; (c ) high Speed Access to the Internet and familiarity with the DrChecks R eview Comment Management System (d) Capability to produce .pdf format files for solicitation purposes for narrative and specification information (2) Demonstrated experience in preparing and providing Earned Value Analyses for all awarded Task Orders under this contract. Firms shall submit qualifications to prepare these analyses and provide any similar experiences or projects which used earned value analyses as a management tool. All Task Orders on this contract will require a monthly Earned Va lue Analysis Report be submitted to the COR. Format of report will be determined at Task Order Award. b. Professional qualifications: (1) The design team must possess experienced, registered personnel in ARCHITECTURE and MECHANICAL, ELECTRICAL, CIVI L, and STRUCTURAL engineering disciplines. (2) A Certified Cost Engineer shall be included as a part of the design team. (3) A qualified INTERIOR DESIGNER shall be part of the design team. Qualified means a degree in Architecture or Interior Design w ith demonstrated experience in space planning, color and finish selection and furnishing selection and specification. (4) An INDUSTRIAL HYGIENIST, with a current certificate in comprehensive practice from the American Board of Industrial Hygiene (ABIH), is also required and a copy of his/her ABIH Certificate must be included in Block H of the SF 330. (5) A Project Team Management Plan including team organization and proposed method of carrying out the work to meet specific project requirements and sched ules. c. Past performance on DOD and other contracts: (1) ACASS evaluations (superior performance evaluations on recently completed projects is advantageous); (2) Letters of evaluation/recognition by other clients; (3) Cost control and estimating pe rformance as a percentage deviation between the final estimate and low bid on similar TYPE and SIZE projects; (4) On-time delivery of designs for DOD and similar projects. d. Capacity to accomplish the work in the required time: Firms must demonstrate ability of the design team to complete the project as scheduled. e. Knowledge of the Locality: Knowledge of local conditions within Virginia and the North Atlantic Division and the Corps of Engineers. Evaluation will look at the specific experience o f the listed key disciplines. f. SB and SDB PARTICIPATION: Extent of participation of small businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimate d effort. g. Geographic Proximity. h. Volume of DOD contract awards in the last 12 months. Considerations may include: (1) Equitable distribution of contracts among qualified A-E firms, including minority-owned firms, small business (SB) and small disadvantaged business (SDB) participation and firms that have not had prior DOD contracts which will only be considered when used as a tie-breaker. (2) ACASS retrievals; and (3) Current workload as listed in Block H of SF 330. SUBMISSION REQUIREME NTS: All requirements of this announcement must be met for a firm to be considered for selection. Interested firms having capabilities to perform this work are invited to submit a single SF 330 for the design team and single copies of current SF 330 for t he prime firm and all consultants, to the above address not later than 4:30 PM on December 27, 2004. The SF 330 shall not exceed 1 single sided page per resume, in Block E, a total of 10 projects in Block F and use no smaller than 12-pitch type-font. Sub mittals by facsimile transmission will not be accepted and will be considered non-responsive. The 1/2004 edition of the SF330 is required. The SF 330 must also include the following: The SF 330 shall clearly indicate the staffing of th e office indicated to do the work and must also include the following: a. Block 8c and 4 of Part II include your Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) Code. c. Firms with more than one office - (1) Block C: this block should reflect the pr oposed project team, distinguishing, by discipline, between the number of personnel in the office to perform the work and the total number of personnel in the firm; (2) Block E, provide resumes for all key team members, whether with the prime firm or a sub contractor; list specific project experience for key team members, and indicate the team members role on each listed project (project manager, architect, design engineer, etc.) and identify where the team member is located if different from SF 330, Block 4 . Block E: each key person's office location; d Block E: registrations must include the year, discipline and state in which registered; e. Block F: Include a descriptive project synopsis of major items of work; f. Block 11. Indicate fee in terms of thousan ds of dollars, not percentage of work completed. Indicate the contract award dates, number, and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreemen ts for the submitting office only. g. Block H. The selected firm must (1) have computer connectivity (Internet access with 128 bit encryption, E-mail and a virus protection software) to communicate with government personnel; (2) show CADD capability with c apacity to produce output files in AutoDesk AutoCAD 2002 format, including production of Computer-aided Acquisition and Logistic Support (.cal) format files in a Maxview slide show type pointer file (.svd). (3) Show ability to produce CD-RW data disks. All transmission of electronic files shall be accomplished on CD-RW disks in the formats specified. (4) Describe owned or leased equipment that will be used to perform this contract. (5) Provide an organizational chart including all key elements of the design team demonstrating the firms understanding of and ability to execute projects under the contract. (6) Describe Quality Management practices. (7) Show ability to produce .pdf files. A project specific survey quality control plan must be prepared and appr oved by the Government as a condition of contract award, but is not required with this submission. Prior to the final selection, firms considered highly qualified to accomplish the work may be interviewed either by telephone or by formal presentation. CONT INUITY OF EXPERTISE/REQUIREMENT FOR CONSULTANTS: The A-E firm shall utilize experienced, highly qualified professionals for each of the major design disciplines and for overall coordination of the surveys. Those professionals represented by A-E firm in the Form SF 330 Proposal Document as those responsible for design, design supervision, project management, or quality assurance shall be retained in that respectiv e capacity throughout the projects. Qualified consultants shall be retained by the A-E if in-house expertise is not suitably qualified. This expertise must remain available during the entire course of each project. In the event that substitution for an ori ginal consultant(s) or design team member(s) is required, the Corps of Engineers, Norfolk District, shall be notified immediately in writing. The A-E shall furnish documentation indicating the experience and qualifications of the consultant(s) or design te am member(s) proposed to replace the original consultant(s) or design team member(s) for approval by the Contracting Officer; only equally qualified personnel shall be considered. THIS IS NOT A REQUEST FOR PROPOSAL. SOLICITATION PACKAGES WILL NOT BE PROVID ED.
