Description

Design and construction of an FY05 project (Base Bid) Add/Alter Intelligence Production Complex at Wright-Patterson Air Force Base to increase existing facilities by 81,488 SF and to renovate 32,800 SF of Facility #10828. The addition includes a one -story auditorium facility and an additional one-story SCIF facility with capability of supporting a second story expansion for an FY06 project and a third and fourth floor for a future project. Construction includes reinforced concrete foundation, floor slab, structural frame, including 500 seat auditorium, computer room, intelligence production, video telecom, auxiliary generators, chillers, raised flooring, relocate utilities and alter road, and add parking. An option to the contract includes the FY06 project to increase the facility an additional 56,000 SF and renovate 12,500 SF. The building shall comply with DOD minimum antiterrorism/force protection construction standards. The existing facilities are located in Area A at Wright Patterson AFB and a re comprised of Facility #s 10280, 10828, 10856, 20821, 30144, 34023, and 10858. The RFP shall include 100% design documents for the roads and utility relocation work and a concept level design for the remaining FY05 and FY06 projects including floor plans, exterior elevations, and other associated site work. This solicitation contains option items. These items are: 1) Uninterruptible Power System (UPS) FY-06; 2) FY06 Primary Facility and FY06 Renovation; 3) Triangle Parking Lot FY-06; 4) Additional Uninterruptible Power System (UPS) FY-06; 5) Furniture for First Floor FY-06; 6) Furnitu re for Second Floor FY-06; 7) Furniture for Basement FY-06; 8) Audio-Visual Systems Equipment FY-06; and 9) Basement FY-05. 20% of the work is to be self-performed. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated for best value to the Government in accordance with the following criteria listed in descendin g order of importance: Contractor Experience; Key Personnel; Schedule and Technical Approach; Contractor Past Performance; Project Management; and Subcontracting Information. All evaluation factors, other than cost or price, when combined, are equal to cos t or price. The price range is $25,000,000 to $100,000,000. This project is available on compact disk only. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package.
