Description

Black Powder. Headquarters, US Army Field Support Command (AFSC) is conducting a market survey of industry to identify actual/potential sources that exhibit the capability to manufacture and supply military-grade Black Powder, a commonly-used milita ry explosive. The technical description is Black Powder, MIL-P-00223C. As an indicator of your qualifications, a respondent to this market survey must be able to demonstrate that they have adequate technical and manufacturing capacity, and acceptable pas t performance, in the processing of Black Powder and/or similar explosive material(s). A respondent to this market survey should have available a majority of the skills and facilities that are required to manufacture this item, in a facility located/to be located within the NTIB. Satisfaction of any NTIB requirement would be accomplished by the location, operation and maintenance of a Black Powder production facility within the boundaries of the United States or its territories, or in Canada. Subsequent to receipt of responses to this sources sought notification and analysis of all of the information submitted, it is contemplated that a solicitation would be issued, restricting consideration of offers in accordance with 10 U.S.C. 2304(c)(3)/FAR 6.302-3(a) (2)(i) to those submitted by NTIB sources. Interested companies who feel they have the necessary capabilities should respond by providing the Government the following information in the time-frame as established above: a brief summary of the companys ca pabilities; description of facilities, personnel and related manufacturing experience; estimated minimum and maximum monthly production quantities, with associated prices and leadtimes, for first and subsequent deliveries of Black Powder; whether Black Pow der is currently in production or when last produced; other explosive material(s) produced; and the minimum procurement quantity (MPQ) required for production. If a respondent does not currently have adequate resources (technical, manufacturing, personnel , etc.) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely manner. If a respondent chooses to utilize the services of subtier sources or subcontractors, those vendors or subcontractors must also meet th ese criteria. A respondents available production capacity must be sufficient to manufacture/supply military-grade Black Powder at a minimum quantity of 37,000 pounds per year, and should advise as to the ability to produce potentially up to 150,000 poun ds a year, to support a contemplated one-year indefinite delivery, indefinite quantity (IDIQ) contract that would incorporate four, 1-year priced options.
