Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W911SA-05-T-0008 is issued as a request for quotation (RFQ). This solicitation is set aside for small businesses under NAICS 339113 with the small business size standard of 500 employees. (NOTE: The NAICS identified above must be included on the CCR registration of a contractor before award can be made. If the NAICS code is not identified by the CCR registration of a contractor, the contractor may be eliminated from consid eration.) A fixed price indefinite-delivery, indefinite-quantity (IDIQ) contract is anticipated for a base year 15 Dec 04 through 14 Dec 05 plus two each option periods for two line items per period. CLINS 0001 and 0002 for the base period, CLINS 1001 a nd 1002 for option period one 15 Dec 05 through 14 Dec 06, CLINS 2001 and 2002 for option period two 15 Dec 06 through 14 Dec 07. CLIN 0001: Training small arms protective insert (SAPI) plates, see specifications and drawings, size large, max quantity 30 00 sets, minimum quantity 1500 sets. CLIN 0002: Training small arms protective insert (SAPI) plates, see specifications and drawings, size small, max quantity 2000 sets, minimum quantity 1000 sets. CLIN 1001: Training small arms protective insert (SAPI ) plates, see specifications and drawings, size large, max quantity 1500 sets, no minimum quantity in option period one. CLIN 1002: Training small arms protective insert (SAPI) plates, see specifications and drawings, size small, max quantity 1000 sets, no minimum quantity in option period one. CLIN 2001: Training small arms protective insert (SAPI) plates, see specifications and drawings, size large, max quantity 1500 sets, no minimum quantity in option period two. CLIN 2002: Training small arms prot ective insert (SAPI) plates, see specifications and drawings, size small, max quantity 1000 sets, no minimum quantity in option period two. NOTE: The government intends to place an initial order for the minimum guaranteed quantities of 1500 each large se ts and 1000 each small sets. Required delivery time will be 30 days after receipt of order. After the initial order, the government intends to order 750 each large sets during each option period and 500 each small sets during each option period. However , the government is not obligated to order these quantities as stated during the periods stated (after the minimum quantities in the base period are satisfied), nor is the government obligated to exercise the option periods. SAPI PLATE SPECIFICATIONS: Th ese plates are to be used as training devices in military Outer Tactical Vests (OTVs) to simulate the weight, and contour of real SAPI plates. Quantity refers to sets required. Each set consists of a front and back SAPI plate. The small SAPI plate shal l weight 3.5 pounds (+/- 0.25 lbs), and the large SAPI plate shall weigh 4.5 pounds (+/- 0.25 lbs). Materials shall be at the discretion of the Contractor but all corners and edges of the finished SAPI plate shall have a radius edge to prevent cutting or tearing of the OTV. The outer surface of each SAPI plate shall be coated with a waterproof material so the plate cannot absorb moisture. The coated plate must completely resistant moisture absorption from periodic cleaning, consisting of the use of a sti ff brush and immersion in soap and water. Each training SAPI plate will be light blue in color with white lettering that reads TRAINING ONLY  NOT BULLET RESISTANT on both the front and back faces of the plate. Lettering will be block style (similar to A rial font), at least 0.75 inches in height. Real SAPI plates are available for review at Fort McCoy through the Central Issue Facility (CIF). In accordance with FAR 39.106, the contractor shall ensure the offered product and all information technology (IT) contained therein shall be Year 2000 Compliant. In furtherance of Federal policy and the Administrative Dispute Resolution Act of 1990 (ADR Act), Public Law 101-552 and FAR Clause 52.233-1, Subparagraph (d)(2)(1)(B)(2), the Contracting Officer will try to resolve all post award acquisition issues in controversy by mutual agreement of both parties. PARTIES INTERESTED IN RESPON DING TO RFQ may submit their quote in accordance with standard commercial practice (i.e. quote form, letterhead, etc.) and MUST INCLUDE THE FOLLOWING: Solicitation number; offerors complete mailing and remittance addresses; discount terms; unit price and extended totals per CLIN, INCLUDE CLINS 0001 AND 0002 FOR BASE PERIOD, CLINS 1001 AND 1002 FOR OPTION PERIOD ONE, AND CLINS 2001 AND 2002 FOR OPTION PERIOD TWO; DUNS number; and COMPLETED FAR 52.212-3 Alt I, DFARS 252.212-7000, AND FAR 252.225-7000. Quo tes must be received at ACA, Directorate of Contracting, 2103 South 8th Avenue, Fort McCoy, WI 54656-5153 no later than 1630 on 9 Dec 04. Before the contract will be awarded, the prospective contractor must submit a sample of each size plate to the Contra cting Office for review and approval. The samples shall reflect the contractors intended final product in all aspects. Failure to submit the required samples by the date the sample is due or failure of the product to meet/exceed all specifications will result in disqualification from further evaluation.
