Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a commercial item procurement for the installation of additional extraction and monitoring wells and abandon inactive or non-functional wells at the Lipari Landfill Superfun d Site (Lipari) in Mantua Township, Gloucester County, New Jersey. The duration of the contact is estimated at sixty (60) calendar days and will contain two options. Option I is for additional extraction well installation and Option II is for additional m onitoring well installation. The acquisition will be a best-value procurement using the lowest price technically acceptable source selection process and the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Best value is expe cted to result from selection of the technically acceptable proposal with the lowest evaluated price. The evaluation factors that establish the requirements of acceptability are as follows: (1) In accordance with New Jersey Law, the well driller/install er must have a current well drillers license from the State of New Jersey and must actively participate in the securing of well permits and be present on-site during the performance of all well drilling, well installation operations and well abandonment o perations, (2) The Contractor shall have a minimum of 10 years of well installation experience, (3) The Contractor shall identify, and provide a resume for, a qualified driller experienced in well installation and abandonment operations who will oversee al l field operations. This individual shall be responsible for the preparation of the reports required for each well. This individual shall also be responsible for the preparation of all records, logs and associated data for each well operation and (4) The Contractor shall identify and provide resumes for qualified personnel to conduct the required tasks. Current 40-hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) training certification and annual eight-hour refresher training must be furnished to the USACE for all field personnel identified. Offers will be reviewed for completeness in satisfying the requirement of the RFQ. The RFQ will be available on or about 30 November 2004. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offers will be due on 20 December 2004 at 4:45 p.m. ET. Offerors are responsible for printing paper copies of the solicitation. This procurement is Unrestricted. The NAICS Code is 238910 with a size standard of $12 MILLION. Affirmative action to ensure equal employment opportunity is applicable to the resu lting contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors must be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300.
