Description
THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. MSC requests information about the cost and availability of two (2) tractor tugs in Indian Island, WA, to support the Government?s requirement. Specifics are as follows: 1. LOCATION: Indian Island, WA, and associated local navigable waterways and offshore waters; 2. MISSION: Two (2) tractor tugs to support the Government's requirements; 3. CONTRACT STYLE: Requirements Contract; 4. DELIVERY DATE: January 2005; 5. VESSEL CHARACTERISTICS: FLAG: USA; CLASSIFICATION: N/A; PROPULSION TYPE: Tractor-like; ENDURANCE: N/A; SHAFT HORSEPOWER: Minimum 3000 SHP; PASSENGER CAPACITY: Sufficient open deck space to accommodate up to six (6) passengers; TRANSIT SPEED: N/A; MAXIMUM AIR DRAFT: N/A; SEWAGE CAPACITY: N/A; MAXIMUM LENGTH OVERALL: Ninety (90) feet; SURFACE CONFIGURATION: Configured to prevent hull-to-hull contact with surface and subsurface vessels-objects under normal conditions of vessel pitch and roll; SURFACE FENDERING: Fendered to prevent hull-to-hull contact when assisting surface and subsurface vessels/objects under normal conditions of vessel pitch and roll; SUBSURFACE CONFIGURATION: Configured to prevent hull-to-hull contact when assisting surface and subsurface vessels/objects under normal conditions of pitch and roll; SUBSURFACE FENDERING: Fendered to prevent hull-to-hull contact when assisting surface and subsurface vessels/objects under normal conditions of vessel pitch and roll; BROW: N/A; MAXIMUM DRAFT: 12 Feet; LINES: Sufficient for services performed under this contract; CAPSTANS/WINCHES: Sufficient number of fore/aft capstans/winches to perform the services under the contract; FIREFIGHTING EQUIPMENT: Tug shall have off-ship fire fighting capabilities (fire pump with a minimum 500 gpm capacity, hoses, nozzles); NAVIGATION EQUIPMENT: Minimum required by the U.S.C.G for inland and international waters; OTHER EQUIPMENT: N/A; COMMUNICATION EQUIPMENT: Minimum required by the U.S.C.G. and FCC for inland and international waters. Equipment must be fixed (vice hand-held/portable); CLEARANCE: Crewmembers shall possess confidential security clearances. Crewmembers shall have a security badge on their person at all times; GRAY WATER: Tug shall have a minimum fifty (50) gallon gray water holding system, which will be discharged at the pier via direct hookup. Services shall require no more than the following notification times: Straight-Time: 0700-1600 local time, Monday through Friday, excluding federal holidays: 8 hours; Overtime: 1601-0659 local time, Monday through Friday; 0659 Friday through 0659 Monday; all Federal holidays: 8 hours. Schedule of Estimates: Number of Jobs Per Year: 4; Estimated OT Hours Per Year (including OT hours): 10; Total Estimated Hours Per Year: 20; Average Hours Per Job: 2.5 hours. 6.
