Description
Performance Price Trade-off (PPT) procedures are being contemplated for this solicitation. The offeror providing the best value to the government will be chosen and this item will be added to the existing five year contract for bearings spares support. If a current contract does not exist, item will be placed on a five year contract with a basic year and four one year options. Inventory Sustainment procedures (ISP) will be used if item is placed on an existing bearings contract; however, if awardee does not have an existing bearings contract, ISP will not be used. A First Article will be required for the following item if awardee has just been approved as a Qualified Source and has not been waived from First Article requirements: NSN:3110003467168NZ, P/N: 4030963, 4057330, NOUN: Bearing, Roller, Cylinder, QTY: 60 each, Required Delivery: 60 each by January 2006, FOB Origin, Size/Dimensions/Material: Steel Precious Metal: Silver, Bevel Gear on #2 Bearding Width: 0.7037 IN Min and 0.7087 IN Max; Bore Dia: 1.2793 IN Min and 1.2795 Max; 0.7087 IN Max; BORE Dia: 1.2793 IN Min and 1.2795. Qualification requirements are available for this item and further qualification information can be obtained from OC-ALC/BC, Attention: Source Development Office, 3001 Staff Drive, Suite 1AG85A, Tinker, AFB, OK 73145-3009, (405) 739-7243 or (405) 739-7244. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of the SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible Source Approval for future awards. The award will be made to an approved source. Authority: 10 U.S.C. 2304(c)(1). Anticipated award date is on or before 31 Dec 2004. No telephone requests. The solicitation must be printed from FedBizOps by the contractor. Advanced proposals can be received by fax, 405-734-8106, send original proposal to OC-ALC/LPKAB, 3001 STAFF DR, STE 2AC4109H, TINKER AFB, OK 73145. Award will be made to qualified, responsive, and responsible contractor who provides the required NSN, P/N identified in the RFP at the lowest price in accordance with the procedures in Sections L & M of the RFP. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273.
