Description
This update corrects the category Code of this announcement by deleting all references to category code A (Research and Development). The correct category code is U(Education and Training Services). The Outsourcing and Privatization Flight, 88 CONS/PKPB, Wright-Patterson AFB (WPAFB), Ohio, is requesting information and conducting market research to determine if there are potential sources interested in performing the types of medical education and training services set forth in the synopsis below. This request is issued for planning purposes only. The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited. The workload described in this request supports a military medical facility at WPAFB, which is located near Dayton, Ohio. This medical facility follows both civilian and military medical regulations. The Medical Education and Training (Med E+T) function is involved with the training of graduate medical education (GME) residents, and, as such, requires the provider of the services described herein to have an understanding of typical medical education services and to have accreditations required by the Accreditation Council for Graduate Medical Education (ACGME), Health Services Inspection and Joint Commission Accreditation on Hospital Organization standards and other applicable Government regulations, instructions, policies and directives. This facility also works with Wright State University School of Medicine and other colleges and hospitals in the area to provide training for the residents who are completing their internships at WPAFB. The Med E+T function controls the Graduate Medical Education (resident training program) coordination. It provides program management of Nursing Education and training, to include completing and developing certification packages, continuing education courses, in-services, and medical center orientation for all personnel assigned to the Wright-Patterson Medical Center. The Med E+Training function maintains and operates a Medical library using Hospital Library Standards (HLS), providing services including, but not limited to, ordering books, journals and interlibrary loans. The Med E+Training function is responsible for the administration and delivery of Life Support Training/Courses that include Pediatric Life Support, Advanced Cardiac Life Support, Basic Life Support, Neonatal Resuscitation Program (NRP) and National Registry Emergency Medical Technicians (NREMT). Primarily, it performs the administrative duties, along with scheduling and some teaching of the program. The Med E+T function provides Medical Photography services, which involve taking images of pre/post medical procedures, using small, medium and large format cameras, flash and tungsten lighting, ratios, ultraviolet (UV) and Infra Red (IR) photography. Additionally, it provides photographic support for pathological specimens, surgeries, forensic photography, fluorescein angiographs of the eye, anatomical specimens during autopsies, surgeries, wound care, and close up photography and medical equipment of various sizes and shapes. Workload involves recording and processing images in various formats, including digital and color and black and white film and prints, while adhering to chain of evidence requirements when required. Due to the type of photography involved, a working knowledge and understanding of human anatomy and physiology is required to preclude delays in patient care. The Med E+T function provides medical illustration and graphics services to the medical center personnel, such as signs, posters, certificates and displays. Firms interested in performing any or all of the services listed above are invited to submit brief written descriptions of their company?s qualifications and experience. Firms are encouraged to comment on the extent to which the combination of services described in this announcement is typically found in the commercial market.
