Description
SECTION B - SERVICES AND COSTS INTRODUCTION This Contract is for Advisory and Assistance Services by non-governmental sources in accordance with Federal Acquisition Regulations Part 37 – Service Contracting. B.1 Hourly Rates and Payment Payment to the Contractor for the performance of advisory and assistance services hereunder shall be as follows: 1. USTDA shall compensate the Contractor for each hour worked in performance of this contract. This contract does not provide payment for sick, holiday or vacation status. Name of Hourly Estimated Total Individual Rate Labor Hours Charge _______________ $______ __________ $__________ 2. USTDA’s total obligation for payment of the Contractor’s services, on an hourly rate basis, shall not exceed the above total labor hour charge. B.2 Overtime Hourly Rates – Not Applicable The Contractor shall not work or be paid for any Government Holidays or overtime. B.3 Contract Type – FAR 52.216-1 (APR 1984) USTDA contemplates award of a labor hour contract resulting from this solicitation. B.4 Authorized Funding If at any time the Contractor has reason to believe that the costs to USTDA which will accrue in the performance of this Contract in the next succeeding thirty (30) days, when added to all other payments previously accrued, will exceed the current total authorized funding (Section G.4), the Contractor shall notify the COTR. The Contractor shall be under no obligation to perform any work hereunder, and the Government shall not be obligated to pay the Contractor for any work performed, which exceeds the authorized funding. END OF SECTION B SECTION C - TERMS OF REFERENCE Title: “Advisory and Assistance Services by Non-Governmental Sources for the Asia Region” C.1 Scope The U.S. Trade and Development Agency (USTDA) has a need for contractor support in its Asia region. The Asia region requires the assistance of a project analyst to perform tasks related to new project identification, analysis and development; ongoing USTDA projects; and tracking the status of completed USTDA activities. The deliverable for this contract is a series of interim reports/documentation and a final report that summarizes the above-mentioned research, activities and recommendations. A key component of the reports will be recommendations that enable the Regional staff to effectively identify viable projects for the portfolio and make determinations for follow-up activities, as appropriate, for existing projects in the portfolio. The objective is to provide day to day support needed by the region to successfully perform its ongoing program operations for the following tasks: C.1.1 Perform research on economic and sector/industry trends in the Asia region; C.1.2 Support the preliminary assessment of projects that are candidates for funding; C.1.3 Assist with the preparation of project documentation including: § Action memoranda § Scopes of work for definitional missions/desk studies, orientation visits, conferences and related activities § Grant Agreements, Cost-share and Success Fee agreements, Federal Business Opportunities announcements and Requests for Proposals § Written correspondence C.1.4 Assist with the evaluation of reports submitted to USTDA including Definitional Mission, Desk Study and Orientation Visit reports; C.1.5 Assist in responding to telephone and written requests for information on USTDA, including correspondence from Asian government agencies and companies, US companies and other US government agencies; C.1.6 Assist with management of Orientation Visits, Business Briefings and Conferences; C.1.7 Assist with tracking the status of completed feasibility studies; C.1.8 Provide deliverables, including a series of interim reports/documentation and a final report that summarizes the above research, activities and recommendations. C.2 Deliverables The deliverables under this contract may take the form of information, advice, opinions, alternatives, analysis, evaluations, recommendations, reports, other oral or written work products, and day to day support needed for the successful performance of ongoing federal operations. The Contractor shall provide: C.2.1. Oral updates to the Asia region staff regarding the assigned projects; C.2.2. Written reports and memoranda related to assignments, as described above; C.2.3. At the conclusion of the assignment, the Project Analyst will prepare a report that provides recommendations on new business development in the Asia region, including where possible, specific host country entities and contacts. At the start of the assignment, the Asia regional staff will identify key outreach opportunities for policy support and capacity building that should be included in the report. The report should also reflect the results of the tasks of researching regional trends and tracking the status of completed feasibility studies and other USTDA activities.
