The 347th Contracting Squadron/MSCB is seeking sources to establish a Blanket Purchase Agreement (BPA) for general and specialized maintenance of assigned all terrain vehicles (ATVs) for worldwide deployments and deployment training. Types of ATVs are Honda Rancher 4x4 350cc, Honda Foreman 4x4 300cc, Polaris Ranger 6x6, John Deer Trail Gator, Kawasaki KAF620, Honda TRX 300 FW Fourtrax and TRX 350 FM/FE Rancher. Basic service will include replacement of the air filter, oil filter, spark plugs (properly gapped) and valve adjustment. Remove and replenish the following lubricants: engine oil/gear box oil (add 10W/30 or 10W/40 motor oil), front and rear shaft drive oil (add SAE 80/90W Hypoid gear oil). Remove carburetor, disassemble, clean all jets or replace if needed, reassemble and reaffix to ATV. Lubricate all moving parts (brake levers and assemblies, rear foot brake assembly and adjustments, kick starter, fuel selector and gear shift) with WD-40 or equivalent lubricant upon completion of the basic service. Contractor will pick up ATVs to be serviced and return unit to the customer upon successful completion of all work related activities or maintain the ability to conduct the work on sight. Contractor will provide a cost estimate of all work prior to accomplishing any repairs or service on any ATV. Contractor will assess through a thorough inspection what work is to be accomplished beyond the general and specialized maintenance and will provide the customer with a cost estimate prior to conducting the work for approval. Contractor shall stock sufficient parts to perform general and specialized maintenance. This includes but is not limited to tires, wheels, spark plugs, spark plug wires, carburetor parts, brake parts and pads, brake cables, brake levers, shift levers, throttle cables, choke cables, headlamp assemblies, ignitions, oil filters, air filters and YTX 14 BS batteries. Contractor will perform work and return serviced vehicle within 7 business days. Contractor must be prepared to support short notice maintenance requirements. Contractor shall have the capability to perform general and specialized maintenance on multiple ATVs simultaneously. Contractor shall assume responsibility for any loss or damage to ATVs while on the Contractor’s premises (this includes loading/unloading of ATVs, fire, theft, dents and cuts). The performance period is one year (1 Dec 04 through 30 Nov 05) with four one-year option periods, unless either party cancels the agreement by providing a 30-day written notification.
