Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. We have a requirement to replace ageing IR Cameras (Inframetrics Model 445L) with MWIR and/or LWIR imaging systems. These IR imagers are used on our optical tracking mounts for missile or aircraft tracking through clouds, haze, or clear skies. These imagers must provide remote control and selection of three optical FOVs (field of view) in the 2, 1, and .5-degree range (usually 250, 500, and 1000 mm focal length). They shall provide vid eo output with no more than 1 field delay from shutter, 320x240x60 Hz out (optional digital streaming output). These imagers must have sufficient dynamic range control to support thermal imaging from either ambient temperature targets or missile plumes. Im ager must be self-contained and operate remotely in a harsh outdoor environment. Each imager must come with a minimum one-year warranty. Vendor shall provide operational training and optional local calibration procedures. The time period for repair and r eplacement is critical and any time over the one-week period will result in Liquidated Damage Clause FAR 52.211-11. Vendor shall provide schematics, and maintenance, and calibration procedures for camera system. Vendor shall provide maintenance training so WSMR personnel can perform board level maintenance and calibration procedures at the end of the warranty period. This requirement is set-aside 100% for small business. The NAICS code assigned is 333315 and has a size standard of 500 employees. Additi onal requirement information needed: complete the Proposal Summary Form that can be obtained electronically under: http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. As prescribed by FAR 35, selection will be conducted in a two-step process. The first step will be to perform a pre-qualifying evaluation. Interested firms and/or individuals must provide all the required material to the Contracting Office by 11/10/2004 with current camera literature. The top one to three vendors that best meet WSMR requ irements with current off-the-shelf imagers will be selected and awarded a contract to deliver from one to six imagers. The ultimate goal is to select the best imager and award a multi-year requirement contract for additional future buys. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08 dated 29 Jul 02. Your price shall be FOB destination. Inspection and acceptance shall be at destination. We prefer to make payment by VISA credit card. If you do not accept VISA, you must be registered in the Central Contractor Registration (http://www.ccr.gov).
