- NASA/LaRC has a requirement to include additional work via a modification to an existing purchase order # NNL04AM34P awarded to Innovative Materials and Testing Technology, Inc. (IMTT) on September 24, 2004. The additional work is described in Attachment 1. NASA/LaRC intends to purchase the additional work requirements from IMTT because only IMTT is capable of satisfying NASA LaRC's requirement to include a completion schedule of not later than December 24, 2004. IMTT has accumulated significant knowledge and experience under purchase order NNL04AM34P and thus IMTT is uniquely capable to quickly and effectively respond to NASA LaRC's requirement. The requirement for the original purchase order NNLO4AM34P was also synopsized as a sole source requirement on September 7, 2004; NASA LaRC received no responses or inquiries to the synopsis and thus proceeded to award a non-competitive purchase order to IMTT. Given the unique requirements of the additional work described in Attachment 1 and IMTT's unique capabilities, knowledge and experience, only IMTT is capable of meeting the NASA LaRC requirement. Therefore, NASA LaRC intends to execute a modification to the purchase order to add the additional work. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 15, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
