- Sources are being sought for a contemplated Basic and One Option Year Base Asbestos and/or Lead Based Paint Survey and Abatement of Government owned facilities at F.E. Warren AFB, Wyoming and Missile Sites in Wyoming, Colorado, and Nebraska. This contract will consist of, but is not limited to, the following areas: Emergency abatement if a release has or is likely to occur in a facility. Hazardous Abatement of ACM (pipe insulation, floor tile, ceiling tile, mastic, debris, equipment insulation, and other types of ACM) from base facilities or outdoor sites, including but not limited to removal, before and after abatement cleaning, gross removal containment setup and tear down, disposal, and air monitoring. Demolition and disposal of non ACM materials, required in the process of ACM removal, is considered part of an abatement job. Perform ACM survey work on Base and Missile Field facilities. This work includes taking and analyzing samples. Disposal of all materials contaminated with friable ACM, removed by the Contractor at an abatement project site, shall only be in an EPA/State approved landfill licensed to take friable asbestos. Only Contractors who possess all the proper certifications (including but not limited to State of Wyoming, and AHERA certifications), who participate in an OSHA approved medical surveillance program, and whose workers all are accredited as abatement workers in accordance with AHERA regulation 40 CFR 763 Appendix C to subpart E may participate in the removal of Asbestos Containing Material (ACM) at FE Warren AFB. Hazardous abatement of LBP from a facility, including but not limited to removal, before and after abatement cleaning, gross removal containment setup and tear down, disposal and air monitoring. Perform LBP survey work on Base and Missile Field facilities. This work includes taking and analyzing samples in commercial buildings and in public housing. Samples shall be taken either by using an XRF analyzer or by taking bulk samples for lab analysis. The contractor shall review the data and create a report, to be submitted electronically via CDROM, 3 ? inch disk, or e-mail, which is a detailed summary of the findings. The contractor may also be called upon to take samples for Toxicity Characteristic Leaching Procedure tests used to characterize actual or anticipated debris that will be generated during LBP abatement. TCLP testing shall meet the requirements of 40 CFR 261.24 (a) and (b). Disposal of all LBP and non-LBP containing materials, removed by the Contractor during an abatement project, shall only be in an EPA/State approved landfill. This includes any soil that may have been generated by LBP contaminated soil abatement. Sources interested are requested to submit their information no later than XX November 2004. Sources shall include in their information, a capabilities statement stating their experience in providing the above mentioned operations either the same or similar to those identified in this notice, a point of contact with phone and e-mail information, and business status (Socio-Economic Factor) under NAICS 562910 ie; Hub-Zone, 8(a), Large, Small, and/or Disadvantaged.
