Description
1. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI5007 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular 01-25. This acquisition will be processed under Simplified Acquisitions Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 621511 and the small-business size standard is $11.5 million dollars. The National Institute of Allergy and Infectious Diseases intends to procure rare HIV patient samples from the Canadian Immunodeficiency Research Collaborative (CIRC) of Toronto, Canada. Current research studies have shown that the number of HIV infected, long-term non-progressors is extremely low. The required specimens can only be obtained from 0.2 % of the general HIV patient population, and the Canadian Immunodeficiency Research Collaborative has a large cohort of these. Previous services with the CIRC has identified 80 patients meeting our study requirements including 25 long-term non-progressors, and 40 who have been receiving anti-viral therapy for 8 years or more. Many of the aforementioned patients have been reviewed by the institute and our research is wholly dependent on the use of these specimens, which require repeated collation of cells from these patients as part of longitudinal analyses. It is critical that the samples be obtained continuously from these patients for follow-up research studies. Each patient will be subjected to determination of his or her CD4+ T cell count, plasma viral load, and disease status. Contractor will provide sample preparation for 100 specimens to include Leukopheresis, lymphocyte isolation, in vitro testing and cryopreservation of peripheral blood mononuclear cells. The anticipated period of performance will be 12/1/04-7/1/05. This is a firm fixed-price contract and the FOB terms are Destination to Bethesda, MD 20892.
