- NASA/KSC has a sole source requirement for Delmia Envision to include: 1 ea. Envision Virtual Prototyping Software Annual Support UNIX-SGI Platform; 1 ea. Virtual Reality Meta Leading Maintenance; 1 ea. EVP UGTRN SGI S ASD; 1 ea. Envision-VP Pro Engineer Annual Support on SGI Platform, 1 ea. Envision VP Parasolid Modeling Option Annual Support UNIX-SGI Platform; 1 ea. Envision VP Ergonomics Option Package Annual Support UNIX-SGI Platform. NASA/KSC intends to purchase the items from Delmia Corporation. Delmia Envision is the engineering tool used by the Design Visualization Lab at Kennedy Space Center. The NASA IT organization will be performing simulation and analysis for the Simulation Based Acquisition task. This work must be performed by NASA personnel rather than the contractor staff. Therefore, NASA must procure a separate copy of the tool already used to perform this work. Delmia Corp is the only know vendor that can produce a tool capable of performing this work. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of not later than 12:00 p.m. local time on November 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
