- NASA/JSC has a requirement for the purchase of one each 22kip Load Frame consisting of an MTS Model 810 System, plus related Spare Parts and Consumables consisting of an Actuator Seal Kit for 318.10 Load Frame, 100 Kn (22 kip) non-hydrostatic bearing. This system is designed and will be used to investigate fatigue crack propagation behavior of metallic materials, and particularly for resolving current safety-of-flight issues related to crack problems in Space Shuttle system components, for example, cracks in Reaction Control System thrusters. The system required is the same type and model as three other MTS 810 test systems presently being used in the Structures Laboratory. NASA/JSC intends to purchase the items from MTS Systems Corporation of Eden Prairie, Minnesota. The MTS 810 test system is highly specialized and provides compatibility with the existing MTS hardware and software control systems. Award to any other source would result in unacceptable delays in fulfilling the agency's requirements and substantial duplication of cost to the Government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 19, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
