- Description
- The Fleet and Industrial Supply Center Puget Sound (FISCPS) is soliciting for an annual requirements type contract of Government-owned fuel. Services to include all labor, equipment, and vehicles/tankers for transporting and handling of Naval Distillate Fuel Oil (F76) to various Department of Defense activities within Guam. Estimated quantities to be transported are as follows: 210,000 gallons to Andersen Air force Base (AAFB), 190,000 gallons to U.S. Navy Public Works Center (PWC), 20,000 gallons to U.S. Naval Hospital (NAVHOSP), 100,000 gallons to Commander, U.S. Naval Forces, Marianas (COMNAVMARIANAS), and 65,000 to U.S. Naval Computer and Telecommunications Station (NCTS). An additional estimated 50,000 gallons are considered for after hours services and 65,000 gallons for emergency services. The period of performance will extend from the date of award through one year thereafter. Two one-year option years may be included. The commercial solicitation will be issued on or about 10 November 2004 with a closing date of 19 November 2004. Per FAR 5.203(h), the solicitation closing date has been reduced to 17 days from this announcement. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to joshua.c.carter@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 10 November 2004. This office will maintain no bidder list. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in rejection of the same. To be procured using commercial Simplified Acquisition Procedures in accordance with FAR Part 12. Electronic submission of proposals/quotes is not available at this time.
