Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia intends to issue a Request for Proposals (RFP) for the acquisition of Video Teletraining Program Services for the Naval Education and Training Command (NETC), Pensacola, FL, for various sites worldwide. Services shall require the vendor to provide hardware and software, management of equipment and personnel services, systems engineering, scheduling, promotions, training and maintenance of the Navy-Marine CorpsVideo Teletraining Program (VTT). The VTT program is a multipoint network capable of 384 KBPS data rate, full duplex video/audio and graphics to provide formal Navy and Marine Corps training courses to multiple classrooms simultaneously. Navy VTT consists of two HUBS located at Training Support Center (TSC) Hampton Roads Dam Neck in VA Beach, VA and at TSC San Diego, CA. There are 31 shore sites containing a total of 63 classrooms in CONUS, Hawaii, Guam, and Japan. Communications network is provided by the government. The Marine Corps Satellite Education Network (MCSEN) has three government furnished equipment (GFE) VTT video bridges located at TSC Dam Neck, TSC San Diego and Okinawa Japan. The MCSEN program is a fielded VTT network consisting of twenty-eight (28) GFE video teleconferencing systems located on 17 installations within CONUS and 5 OCONUS sites. Network is furnished by the government. Option quantities for the support services shall also be included in this requirement with additional sites and/or classrooms. Services are estimated to commence 01 April 2005 and continue through 30 Sept. 2005, with four, twelve-month option periods. This requirement is set aside 100% for Small business concerns who qualify under NAICS code 541512 with a size standard of $21,000,000. It is intended to award a Firm Fixed Price, Commercial Items type contract with option periods, as well as option quantities within each year. The solicitation shall require the submission of a technical proposal as well as a price proposal. The RFP will be made available electronically, upon its release, at http://www.neco.navy.mil. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Contracting Department Philadelphia. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR).
