Description
The North American Industry Classification Code (NAICS) for this procurement is 335311. The Port Hueneme Division, Naval Surface Warfare Center intends to issue a request for proposal to L-3 Communications, Power Systems Group, 901 E. Ball Road, Anaheim, CA. The request for proposal shall be on a sole source basis for the procurement of services to provide field service engineering for the installation of Ordnance Alteration (ORDALT) 20375 (Conversion of cooling Loop from Fluorinert, FC-72, to distilled water) on AEGIS ships for the Navy. This requirement includes modifying Rectifier Modules, purchasing of disconnect fittings, shipping, and storing of the ORDALTs. The proposed contract is for a Firm Fixed Priced type contract. L-3 Communications, Power Systems Group is the original, sole, design agent for the ORDALT 20375 and the only source capable of providing field service engineering expertise in meeting the installation schedules on time. Power Systems Group has been the sole contractor involved in performing design agent engineering support services for design, fabrication, installation, modification, and repair/refurbishment of the ORDALT and they are the Original Equipment Manufacturer (OEM) of AEGIS 400Hz Power Supply MK84 MOD 1 system for the Navy. Due to the complexity of the ORDALT and the age of the equipment being modified, numerous equipment problems and component failures can be experienced during installation, and given the time constraints in meeting the scheduled installations, Power Systems Group is the only source with the capability to resolve problems and provide the best solutions on time. Systems Group also maintains the production capability as well as unique tooling,! jigs, and fixtures to support a successful ORDALT. Any delays in installation will result in additional equipment damage, downtime and danger to Navy personnel. Note 12, 22, and 26 apply.
