- Program Manager, Light Armored Vehicles is seeking potential sources to develop and host an Integrated Digital and Collaborative Environment (IDCE) Service Center Network. PM-LAV needs a service center network that can interface with US Army and US M arine Corps IT systems. The service center must provide one-stop, integrated services to support the following tasks, data sets, tools and processes: 1) Application/Storage Service Provider oriented services designed to provide PM LAV Program and Technica l data accessibility across the USMC enterprise; 2) Technical data capture, tagging, storage, and access (including secure data repositories); 3) Configuration management of information, weapons, and software; 4) Technical manuals (IETM level 4-5) develop ment and maintenance; 5) Condition-based maintenance, including, for example, on board sensors; 6) Supply chain management; and 7) E-commerce, buy.com environments, OEM, and direct-to-user supplier and web order interfaces. The IDCE must provide a 7/24 ca ll center functionality to allow the enterprise user to resolve problems and get assistance to IDCE service center offerings. All of the services rendered must be compatible in the Navy/Marine Corps Intranet environment. The projected minimum security re quirements are: 1) A 5Mbs dedicated NIPRNet connection. This circuit needs to be a DS3 line scalable to 45Mbs; 2) A Secure computing firewall, approved for use on NIPRNet; 3) The local area network is a closed network with access limited to only NAVSEA/DI SA approved systems. The systems are physically isolated in a separate data center room with restricted access; 4) NIPRNet access requires a System Security Authorization Agreement (SSAA) for submission to Defense Information System Agency (DISA) per the Department of Defense Information Technology Security Certification and Accreditation Process (DITSCAP); 5) Must possess an extensive Security Vulnerability Assessment as required by the DITSCAP; 6) Must have potential to move to a SIPRNet environment if required. Interested parties should provide information that, at a minimum, addresses their current capabilities, ability to provide outlined requirements, ability to provide security, description of facilities, past performance references with experienc e on similar projects (when applicable). This information will be used for internal Government analysis only. No solicitation is currently available. THIS IS SUBJECT TO THE AVAILABILITY OF FUNDS. All firms responding to this sources sought notice are adv ised that their response is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the FBO and all interested parties must respond to that solicitation announcement separately.
