Description
The Air Force plans to issue a new contract to repair the F-16 Head-Up Display Wide Angle Conventional (WAC) Optical Module Assembly from Thales Optics, Ltd or BAE Systems in support of the F-16 Blocks 25, 30, 32, 50, and 52. The Government intends to establish a non-competitive contract under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, Only One or a Limited Number of Responsible Sources. A five (5) year period of performance is proposed for the contract for which the Government intends to solicit and negotiate with only one or a limited number of sources. Thales or BAE, (CAGE Codes K6111 or 19397) are the ONLY sources that maintain the engineering and technical data necessary to successfully engineer, manufacture, and repair these items. Thales and BAE have access to ALL proprietary technical and engineering data and drawings for these items. The Government intends to solicit only Thales or BAE. This contract will be managed by Ogden Air Logistics Center (OO-ALC/LGKF), Hill AFB, UT. The WAC Optical Module Assembly consists primarily of a lens system which projects, magnifies, and collimates (automatically focuses to infinity) the image of a CRT positioned at the focal plane of the optics into an angled combiner glass. The government intends to establish a requirements type contract for essential repair of F-16 WAC Optical Module Assemblies. Work shall be accomplished IAW Appendices A & C. This notice of intent is NOT a request for competitive proposals. Interested sources that possess the capabilities of obtaining the required technical, engineering, and repair data from Thales or BAE, and possess the capabilities to repair these items can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the repaired parts (i.e. salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily repaired for the Government, or Thales or BAE. THIS INFORMATION MUST BE RECEIVED WITHIN FOURTEEN DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. The Government does NOT intend to pay for information solicited.
