Description

This is a notice of Intent to award a Sole Source contract for service under the authority of FAR 6.302-1 to New York Stock Exchange, 11 Wall Street, NY, NY 10005. The scope of work includes the following: The U.S. Securities & Exchange Commission (SEC) requires a dedicated teleconferencing service that provides the capability for communications broadcasts and Commission surveillance during market emergencies, including market disruptions and extreme market volatility. This service shall have the capability of linking the Securities and Exchange Commission with at least 28 of the nation?s major stock, options and futures markets. This service shall be located in the Market Watch Rooms at HQ, Operations Center, and Richmond, staffed and managed by the Division of Market Regulation. The period of performance shall be 12 months. The services are being procured under FAR Part 13. The above named vendor is believed to be the only source for this service. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested contractors may submit their capabilities and qualifications to perform the effort in writing by e-mail to Louis Gilden no later than 5PM EST on Friday, November 12, 2004. Capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
