SOURCES SOUGHT/MARKET SURVEY NOTICE: The U.S. Army Intelligence and Security Command, Fort Belvoir, VA is seeking cleared industry small business sources for the procurement of translator and interpreter services. Interested sources must have a TOP SECRET/SCI clearance or be able to obtain a TOP SECRET/SCI clearance. It is our intent to award at least 2 contracts one to a large business and one to a certified small business. The objective of this effort is to provide contract linguist support to U .S. Army operations. The U.S. Army, deployed in support of military operations and the Global War on Terror (GWOT), requires translator/interpreter services in order to communicate with the local populace, gather information for Force Protection, and inter act with other foreign military units. The scope of this contact involves worldwide contingency military operations, ranging from stability operations such as peacekeeping, noncombatant evaluation, counter-terrorist, or counter-narcotics operations to ope rations in major theaters of war (MTW). The scope also includes a requirement for skilled contract linguists of various foreign languages to provide linguistic support to COMIN, HUMINT/CI and IO missions. Linguist positions on this contract have various cl earance requirements, from no clearance to and including TOP SECRET/SCI . Candidate linguists without proper clearance will be subject to an accelerated government background investigation and adjudication, which will provide interim access. For some requi rements the Contractor shall be responsible for providing linguists who possess a current final TOP SECRET/SCI. Many positions will require recruiting and hiring local and third country nationals in foreign countries. Capability statements as well as Smal l Business certifications should be e-mailed to Donna Broady at dlbroad@inscom.army.mil no later than COB Monday November 8, 2004.
