Description
The Army is soliciting competitive bids for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. This solicitation is being advertised on an full and open competition bases. The applicable NAICS code is 33911351111. The scope of w ork includes full build to specification production of the Air Warrior (AW) Maxillofacial Shield (MFS). The MFS mounts to the HGU-56/p helmet and provides Maxillofacial protection from ballistic spall and debris. A minimum production quantity is 0 MFSs and a maximum I 18,000. The unit price to include shipping, testing, data expense. Range options up to is 18,000. The contractor shall furnish the personnel, facilities, equipment and materials necessary to fabricate or purchase, assemble, test and deliver MFSs in accordance with (IAW) Drawing Package 1680-ALSE-192. Deliveries: Initial order with First Article testing has 180 days after date of order (ADO) Subsequent orders have 90 days ADO. Production rate: 500 or greater, units per month, per order. The contractor shall employ an effective and economical quality system IAW ANSI/ASQ Q90001/ISO 9001 and 10012-1 or equivalent system. The system shall provide control of processes and product characteristics to include criteria and methodology that will ac hieve continuous improvement and be used to validate conformance to the TDP. The quality system shall be integrated with other functional areas in the design, test, production and management processes. The quality system procedures, planning, and all other documentation and data, which comprise the quality system, shall be made available for government review. The contractor shall implement and maintain controlled procedures for inspection and test equipment to ensure that products meet the specified Technical Data Package requirements. Special inspection and test equipment necessary to verify acceptance criteri a specified in the TDP will require government Validation. Contractor First Article Testing with Government witnessing after approval of the Contractor First Article Test Plan (FAT). The contractor shall prepare FAT plan/procedures IAW DI-NDTI-81307 and submit for Government approval IAW CDRL A001. The Fat plan/procedures shall address dimensional and materials verification. The contractor shall notify the Government 20 calendar days p rior to initiation of the FAT. The Contractor shall conduct a FAT on three production units of the MFS. After FAT of the individual articles, a FAT of the MFS and HGU-56/P interfaces to each other shall be conducted. The Government will select the items fr om the first production lot.
