Description
This is a notice of intent by the FHWA to make a sole source award of a cost-reimbursement contract to The Intermodal Association of North America(IANA). This notice is NOT a Request For Competitive Proposals. The Federal Highway Administration (FHWA) has a need to continue support of the Intermodal Freight Technology Working Group (IFTWG), which began in 1999. The IFTWG is critical to the deployment of best practices identified in the ITS freight operational tests conducted between 1999-2003. The contractor would support IFTWG to continue to meet its goals and objectives through the development and conduct of workshops and other outreach and educational events. Support and assistance would also be provided for the participation of private sector stakeholders in technology demonstration projects, supporting IFTWG in its role as a forum for individuals, corporations, and other intermodal freight related industry associations. Support would also be provided in assisting in the deployment of intermodal freight deployment tests with other countries. Interested firms or organizations should identify their capability to respond to the work requirements stated above. Expression of interest without sufficient detail to permit an evaluation of capabilities and oral expressions of interest will not be considered. Based upon the responses received to this notice, a determination by the Government to compete or not to compete will be made. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive acquisition for this effort. In the absence of receiving responses from interested parties that demonstrate their capability to perform this effort, the FHWA intends to proceed with the finalization of award to IANA. Responses must be received no later than November 4, 2004.
