Description
Requirement: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) has a requirement to conduct an educational demonstration on Capitol Hill in both the Rayburn House and the Dirksen Senate Office building in February 2005. The demo typically involves 20-25 simulators/demonstrations. Description: PEO STRI is seeking potential sources that have the capability to provide support and execute the annual Capitol Hill Demonstration in order to effectively and efficiently impact the Army?s and other Services? resources and planning. The goal of the demonstration is to facilitate an understanding for Congress and staff members of PEO STRI?s mission to provide life cycle management of interoperable training, testing, and simulation solutions for soldier readiness and the defense community, its programs and promote a positive image of the Army and its soldiers. The service provider must have working knowledge of the logistics of property accountability, rehearsing and shipping procedures, and PEO STRI personnel. In addition to the above, the following capabilities must be provided to ensure successfulness of this event: 1.The contractor will need to provide a secured facility to conduct a dry run of the demonstration 2.The contractor must have knowledge and experience with electrical power., i.e., power grid knowledge. 3.The contractor must have experience in exhibit floor layout. 4.The contractor will need to provide physical security. (Must be cleared US Citizens) 5.The contractor must have experience with loading and unloading several exhibits? equipment onto ?show? floor. 6.The contractor shall be able to assist in the execution of the demonstration with limited supervision. 7.The contractor must be able to travel to work out logistical requirements for demonstration execution. 8.The contractor shall handle all logistical requirements as they arise to execute demonstration. 9.The contractor shall create and keep updated documentation pertaining to all key contact information for logistics. 10.The contractor shall create a plan of execution for logistics. Submission Requirements: Written responses to this announcement shall not exceed 5 pages (8 ? ATTACHMENT, DRAFT Statement of Work: DRAFT Strategic Planning and External Coordination Support Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) for the Capitol Hill Demonstration: 1.0 Background: The Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI) in Orlando, Florida, requires support and execution of the annual Capitol Hill demonstration in order to effectively and efficiently impact the Army?s and other Services? resource and planning. This is necessary to ensure PEO STRI?s capabilities are widely understood and routinely considered in the acquisition process. Prerequisites for this process are a working knowledge of the logistics of the Capitol Hill police and property accountability, shipping procedures, and PEO STRI personnel. 2.0 Requirements: The contractor shall provide all personnel, administration, and logistical support as required. a. The contractor shall provide support, through the proponent points of contact within PEO STRI. The support shall include a variety of related tasks, which either require special skills or experience. b. The contractor?s goal shall be to assist in the execution of the PEO STRI Capitol Hill demonstration with limited supervision. The contractor shall provide shipping services, physical security, and rehearsal facilities as well as logistics support on or around the demonstration site. (1) Subtask 1: (CLIN 0001). The contractor shall provide assistance to the PEO STRI Congressional Demo Team Leads in executing Capitol Hill Demo during the first week of February each year. This may include planning and executing functions for this special event. It is estimated that four (4) trips to DC will be required. Three (3) trips with one (1) person and the remainder with three (3) personnel. (2) Subtask 2: The contractor shall assist the PEO STRI Exhibit Manager in various conferences throughout the year on a cost reimbursable basis. 3.0 Period of Performance: Performance period shall be date of award through 28 Feb 2005 and 4 option years. 4.0 Guidelines for Personnel Qualifications: The contractor shall provide personnel with experience in Congressional liaison activities and knowledgeable of the procedures for moving equipment in and out of Capitol Hill senate and house office buildings. 5.0 Products: a. Products. The contractors will prepare and deliver the following. Contractor format is acceptable. (1)Progress/Status Report: The contractor shall provide a report on the following at the CLIN level: a.Provides a recap of accrued hours by labor category, accrued material and accrued travel. b.Provides a recap of significant events in a documentary summary format. c.Provide a report of lessons learned post demonstration. (2). Working Documents : The contractor shall maintain an electronic working file of all contractor prepared material for the event that includes all planning documents and final event documentation and deliver the file to Task Manager no later than 15 days after key event. (3) POC List: As part of the documentary report, the contractor shall provide an attachment of the key points of contract made in support of this effort. POC listing shall include name, organization, address, phone, fax, email and reason for the contact. 6.0 Facilities and Equipment: The government will provide any command unique software currently required in the execution of the above tasks. Work will be accomplished at both government and contractor facilities. The government will provide facilities and equipment commensurate for effort to be accomplished in government facility. 7.0 Travel: Temporary Duty (TDY) will be performed as required by the tasking, pre-approved and authorized by the COR and IAW Joint Federal Travel Regulations (JTRs). The Government will process no invitational travel orders. All travel shall be coordinated with the COR prior to commencement of travel or the travel will be charged to the contractor 8.0 Other: The Government expects phone calls and/or emails between the Government and the Contractor in the course of informal Technical Interchange Meetings(s) (TIM).
