Description
The 347th Contracting Squadron/MSCB is seeking sources to establish a Blanket Purchase Agreement (BPA) for a Motorcycle Safety Foundation (MSF)-certified RiderCoach Trainer. The MSF-certified RiderCoach Trainer will train a cadre of up to 12 RiderCoach candidates selected by appropriate military authority and a representative from the 347 th Rescue Wing Safety Office. The MSF RiderCoach certification course is anticipated to be taught 3 to 4 times a year; however, no minimum or maximum amount of classes will be set. The government will provide 2 weeks notice prior to a requested MSF RiderCoach certification course date. The MSF-certified RiderCoach Trainer will provide documentation of ?MSF Certificate of Certification? for all RiderCoach candidates. The course will be 10-12 consecutive 8 hour days, including an intervening weekend if needed. The weekend may be time off or not, depending upon the progress of the class ? no additional fee for weekend and holidays. During the RiderCoach Preparation Workshop, the MSF-certified RiderCoach Trainer will provide all the essential training (will not include classroom materials listed below; they will be furnished by 347 RQW/SEG) to prepare motorcycle enthusiasts to teach MSF?s new Basic Rider Course (BRC) to novice riders and the Experienced Rider Course Suite (ERC Suite) to experienced riders. The MSF BRC & ERC Suite shall contain the following list of materiels: a. MSF Basic RiderCourse ? RiderCoach Guide Book; additionally all items listed in the table of contents must be taught. b. MSF Basic RiderCourse ? DVD or VCR Training Aid Programs. c. MSF Experienced RiderCourse Suite ? Ridercoach Range & Classroom Cards. d. MSF Experienced RiderCourse Suite - Rider Classroom Cards. During the course, the MSF-certified RiderCoach Trainer will model the presentation of both the BRC curriculum and the ERC Suite. The MSF-certified RiderCoach Trainer will evaluate the RiderCoach candidates teaching in the classroom and on the training range utilizing the MSF assessments, assignment and knowledge test, including range management and evaluation. As the training progresses, the RdierCoach candidates must pass milestone evaluations: 1) a Riding Skill Evaluation; 2) a Written Examination; 3) a demonstrated ability to satisfactorily demonstrate all the riding exercises of both the MSF BRC and ERC Suite; and 4) to actually teach a MSF BRC to a class of novice students and a MSF ERC Suite to experienced riders to the MSF standard. Upon successfully completing the final student teaching phase, the MSF-certified RiderCoach Trainer will issue the candidates their MSF RiderCoach Certification. The performance period is one year (15 Nov 04 through 14 Nov 05) with four one-year option periods, unless either party cancels the agreement by providing a 30 day written notification.
