- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Sea Systems Command (NAVSEA) intends to award sole source Contract N00024-05-C-4304 to ITT Gilfillan (ITTG) Division, of 7821 Orion Avenue, Van Nuys, CA 91409 for the upgrade and refurbishment of AN/SPS-48(E) Radar Systems. The contract will provide for the procurement of field change (FC) kits as part of the upgrade of the AN/SPS-48(E) Radar Systems. Additionally, the contract shall provide material and/or engineering/technical support services necessary for parts obsolescence avoidance through analysis and design engineering for the resolution of unable to procure (UTP) parts, depot repair support services, Government-furnished equipment (GFE) maintenance, and installation of AN/SPS ? 48 (E) Radar Systems. The procurement will provide for the technical, administrative, and financial documentation needed for the AN/SPS?48(E) Radar System to support Navy Ship Construction. All materials and services incidental to such work (repair parts, components, accessories, d! ocumentation, associated tools, packing, packaging, marking of end items, etc.) are also included. The contract will contain both firm fixed-price (FFP) and cost-plus-fixed-fee (CPFF) contract line items (CLINs). The contract will provide for two upgrade/ refurbishments of AN/SPS-48(E) Radar Systems in FY05 with options for three upgrade/refurbishments in FY07, and two upgrade/refurbishments in FY08. ITTG is the original designer, developer, and sole manufacturer of the AN/SPS-48 Radar System. Therefore, no other firm possesses the technical expertise necessary to perform the work that will be required by the Government. The contract will be issued pursuant to 10 U.S.C. 2304(c)(1). ?Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.?
