Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQKMR0503 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. Evaluation Criteria. This is a best value procurement and evaluation of offers which will be based on 1) qualifications, 2) past performance, 3) pricing. Technical and past performance is 80% of evaluation importance as compared to 20% of price. The associated NAICS code is 721110 and the small business size standard is $5,000,000.00. Offerors must be registered in the Business Partner Network?s Central Contractor Registration (CCR) database to be considered. You can register at the CCR website: http//www.bpn.gov. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer or they will be considered non responsive. References must be included with our offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Submit all proposals to the attention of Kelly B. Mitchell-Baynes. All proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposor with the government and sent to the address in this announcement. ALL PROPOSALS 1 ORIGINAL AND 3 COPIES SHOULD BE RECEIVED BY NO LATER THAN 12:00 NOON. NOTE: Third party responses are welcome, however direct responses are preferable. Third party responses should also have a letter from the hotel confirming that the dates are acceptable and shall provide three (3) references with responses to this solicitation. Due to delays in delivery of regular USPS mail to the government offices, there is no guarantee that your proposal will arrive in time to be considered. Therefore, we suggest that you use USPS priority mail or a commercial overnight delivery service. This SOW is ready to be release. The Corporation for National and Community Service (CNCS) will award a multiple contract to one or more qualified vendors in the following areas to provide lodging, catering, and meeting room space for 1 base year and 4 option years as listed below. THE REQUIREMENT IS AS FOLLOWS: Please note: There may be up to 20 percent variation between time of bid and conference event: We will confirm actual numbers prior to the event. HEADQUARTERS (Washington, D.C.) REQUIREMENT (FIVE (5) EVENTS): The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, and meals in order to conduct the AmeriCorps*VISTA Pre-Service Orientations (PSO) and Supervisor?s Trainings in the Washington, DC metropolitan area. The facility should be in the downtown or airport area. Only vendors in the National airport and downtown areas of Washington, DC should apply. These attendees will receive information pertinent to their roles as an AmeriCorps*VISTA members and supervisor?s. The A*VISTA department will need this facility for the following dates: February 7-10, 2005, April 11-14, 2005, July 18-21, 2005, August 8-11, 2005, and November 14-17, 2005. Please note: There may be up to 10 percent variation between time of bid and conference event: We will confirm actual numbers prior to the event. ATLANTIC CLUSTER REQUIREMENT (EIGHT (8) EVENTS): The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, and meals in order to conduct the AmeriCorps*VISTA Pre-Service Orientations and Supervisor?s Trainings. These events will take place in the greater Philadelphia, PA or Wilmington, DE area. These attendees will receive information pertinent to their roles as an AmeriCorps*VISTA members and supervisor?s. The A*VISTA department will need this facility for the following dates: January 25-28, 2005, April 26-29, 2005, July 26-29, 2005, August 23-26, 2005, November 15-18, 2005 and January 24-27, 2006. These events will take place in the Downtown Providence area. The A*VISTA department will need this facility for the following dates: July 12-15, 2005 and August 16-19, 2005 NORTHCENTRAL CLUSTER REQUIREMENT (SIX (6) EVENTS): The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, and meals in order to conduct the AmeriCorps*VISTA Pre-Service Orientation in the Chicago, IL metropolitan area. The facility should be no more than 10 miles from O?Hare Airport. The number of attendees for each event is estimated to be 100-200. All projections and logistics are subject to change. February 8-11, 2005; April 12-15, 2005; July 10-16, 2005 (dates include 2 separate events ? one group will depart on the July 13, and another group will arrive on July 13); August 16-19, 2005 and November 7-10, 2005. PACIFIC CLUSTER REQUIREMENT (SEVEN (7) EVENTS: The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, and meals in order to conduct the AmeriCorps*VISTA Pre-Service Orientations on the following dates January 24-27, January 31-February 3, April 18-21, July 11-14, August 8-11, August 15-18, 2005 and November 14-17. The facility should be no more than 45 miles from a major airport. We will receive bids from the following cities; Salt Lake City and Provo, UT, San Francisco and Los Angles, CA, Portland , OR and Seattle, WA. Attendees participating in these trainings will receive information pertinent to their roles as an AmeriCorps*VISTA members. SOUTHERN CLUSTER REQUIREMENT (SEVEN (7) EVENTS): The Corporation for National Service is an agency of the United States Government responsible for the administration of national and community service programs. The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, AV and meals in order to conduct an AmeriCorps*VISTA Pre-Service Orientation and AC*VISTA Supervisors Training or AC*VISTA Continuing Development Training for 150 individuals who are **** with the AC*VISTA program in communities across the Southeastern United States. Attendee count may be plus or minus 20% based on recruitment. 25-28 Jan. 2005 (PSO) and 23-26 Aug. 2005 (PSO). Training events will be conducted in the metro area of Charlotte, NC. Only those vendors in the Metro area of Charlotte, NC need to respond to this solicitation. The dates for this event are as July 19-22, 2005. The attendees will receive information pertinent to their roles as AC*VISTA members and Supervisors. The dates for these events are August 2-5, 2005 and November 15-18, 2005. Training events will be conducted in the downtown/airport area Atlanta, GA. Only those vendors in the Atlanta Airport or Downtown Areas of Atlanta, GA need to respond to this solicitation. The date for this event is April 12-14, 2005, only those vendors in the waterfront areas of VA beach, VA need to respond to this solicitation. The date for this event is April 26-29, 2005. Only those vendors in Nashville, TN need to respond to this solicitation. SOUTHWEST CLUSTER REQUIREMENT (THIRTEEN (13) EVENTS): The Corporation for National and Community Service (CNCS), a wholly-owned Federal Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, meals, and meeting space for two AmeriCorps*VISTA Pre-Service Orientations (PSO) in Austin, Texas. The trainings will be held January 31-February 3, 2005, May 2-5, 2005, July 11-14, 2005, July 12 ? 15, 2005, August 15-18, 2005, August 23 ? 26, 2005 and December 5-8, 2005. PSO training dates for Albuquerque, NM are February 7-10, 2005, April 26-29, July 18-21, 2005, July 19?22, 2005, August 22-25, 2005 and November 7-10, 2005. Only those vendors in the specified areas need to respond to this solicitation.
