Description

The Fleet Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit for Program Management and Life Cycle Maintenance support services for the Dental Common Access System (DENCAS) and DENCAS Remote (DENCAS R) in support of the Naval Medical Information Management Center (NMIMC) located in Bethesda, MD. Specific services include the following: Contract-Level Program Management, Task Order Management Support, Program Document Development and Management, DENCAS/DENCAS R Life-Cycle Maintenance, Functional Testing Management, Program and Project Management Automated Information System Support, Functional Security and Data Quality Assurance (QA), U.S. Coast Guard DENCAS/DENCAS R Support and Database Updates and the Preparation and Submittal of Monthly Status Reports, Trip Reports, Meeting Reports, an on-line User Help Guide and Technical Engineering Reports. It is anticipated that the Navy will solicit for a Time and Materials contract for a 12-month base period and four 12-month options. The estimated level of effort for the base year of this effort is 10,732 labor hours or 53,660 total labor hours for the base year and all four option years. The following labor categories will be required: Senior Analyst, Senior Associate, Senior Associate II, Software Programmer, Journeyman Technician and Project Manager. Interested vendors will be asked to submit cost and technical proposals and the evaluation for contract award resulting from the forthcoming solicitation will consider technical proposals more important than cost. The applicable NAICS Code for this requirement is 541519 with a size standard of $21 million. The solicitation shall be issued on an unrestricted basis and is open to all business concerns. In accordance with Federal Business Opportunities (FedBizOpps) Numbered Note 26, the Navy is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described services. It is anticipated that the solicitation for this requirement shall be posted on or after 22 November 2004 at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil).
