Description

DESIGN-BUILD Winslow Residential Hall, Winslow, Navajo County, Arizona. The acquisition is unrestricted, open to both large and small business concerns. NAICS is 236220 (former SIC Code 1542), with a size standard of $28,500,000.00. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about November 08, 2004, with proposals due on or about December 08, 2004. This solicitation will not be issued on paper. Large business firms are required to submit a subcontracting plan with the following minimum goals: 73.5% for small business; 1 0.6% for small disadvantaged business; 11.0% for women-owned small business; 3.2% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. Offerors are advised that this requirement may be delayed, cancelled, or revised at a ny time during the solicitation, or final award process, and is subject to the availability of funds. WORK CONSISTS of the design and construction of the Winslow Residential Hall, including common area support facilities and associated site development. Demolition of the existing facility is not included with this work. The design concept shall be develo ped based on 37,540 gross square feet. The residence hall shall be a single building containing separate male and female dormitory areas with indoor access to all common use spaces; the building shall house up to one hundred sixty (160) 9th through 12th g rade men and women. Preliminary generic furniture and fixed cabinetry layouts shall be required along with a preliminary food service equipment layout for the multi-purpose room and kitchen. Site work will consist of new utility connections, parking for up to 50 vehicles, sidewalks, storm drain systems, and grading. The approximate construction period is 450 calendar days. THE SELECTION PROCESS used for this solicitation will be a two-phase design-build Request for Proposal. Phase One shall require the offeror to submit relevant qualifications, including experience and past performance, and a technical/design approach. Pha se Two shall require the offeror to submit a unique technical solution for this project in the form of drawings, narratives, management plan, schedule, and price. No more than 5 offerors will be selected for Phase Two. Proposed procurement will result in a firm-fixed price contract. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Offerors must self- register on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District home page at website, http://www.spa.usace.army.mil, find Doing Business With Us and select Advertised Solicitations. On this screen, entitled EBS Albuquerqu e District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the instructions for Login Information. T his will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, pl ease complete all requested information.
