Description
Firm Fixed Price (FFP) Contract for Design and Construction services to accomplish Phase I construction of the Urban Warfare Training Center for the Israeli Defense Forces near Ze' elim, Israel. The total project will consist of approximately 43,000 square meters of built up area; this contract will accomplish the full design and provide for construction of three of ten training areas, along with the entire site infrastructure. The contractor will be provided a general Master plan, and fully designed layout of the main road system, along with a concept of the Phase I construction. The building construction will be accomplished by materials and methods proposed by the contractor, such as, but not limited to pre-cast units and/or cast-in-place concrete. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States fi rms only. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. Contractors may bring into Israel nationals of the United States and third countries having diplomatic relations with Israel for the purpose of accomplishing the work. This procurement is subject to the requirements of FMS and the U.S. Balance of Payments Program set out in FAR Subpart 25.3 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solici tation. At least 51% of the contract value, exclusive of bulk material and Israeli design certification services, must represent U.S. content. The estimated cost of this combined project is estimated to be in the range of $5,000,000 - $10,000,000. The period of performance is for 18 months. The estimated solicitation date of this contract is 03 January 2005. Responses are desired from fi rms who can demonstrate recent experience and excellent past performance in design/construction of similar facilities, but expressions of interests will be accepted from all interested parties. The qualifications of both the design and construction firm w ill be evaluated. Potential offerors are encouraged to submit their company name, mailing address and telephone, fax number and e-mail address of an English speaking contact by the response date noted below. Also, please specify whether you wish to be a prime contractor or a sub contractor. Requests that do not have complete information will not be honored. Requests for solicitation documents shall be submitted by 20 December 2004, 4 pm Central European Time, in order to assure timely issuance of the documents. Telephone requests will not be accepted. The solicitation, including concept project plans and specifications, will be issued free of charge in electronic bid set format (CD ROM) and limited to one (1) set per offeror. A pre-proposal site visit will be planned on a date to be determined but will be around the middle to end of January. S pecific dates and other information regarding the site visit/pre-proposal conference will be contained in the solicitation documents.
